the CBD on 22 October 1999 is amended as follows: The work includes
providing the personnel, equipment, materials, labor, travel and all
means necessary to provide the Navy an immediate response for civilian
construction capability. The construction and construction related
engineering and services would be to support immediate needs associated
with a regional emergency caused by a natural disaster, military led or
supported humanitarian assistance of military conflict. The scope
includes occasional projects to ensure readiness to perform under
emergency situations. The work also includes the capability to provide
general mobilization services (embarkation) for personnel, equipment
and material in support of Naval Construction Forces (NCF) mobilization
efforts and similar mobilization efforts. In addition, the work
includes the capability to set up and operate Material Liaison Office
(MLO) at a deployed site in support of NCF operations. The geographical
area to be covered by the solicitation is worldwide. The solicitation
will be procured through Best Value Source Selection. The technical
evaluation factors are listed as follows: (1) Corporate Experience; (2)
Past Performance; and (3) Management and Technical Approach. An oral
presentation may be required. Cost is not as important as technical
factors. The approximate Solicitation Release Date is 25 January 2000.
