System Conference, Design and Capabilities of an Early Warning System,
Oxnard, California. The Bureau of Indian Affairs (BIA) is sponsoring
a conference for Tribal and BIA staff working with Early Warning
Systems for Dam Safety. A portion of this conference will include the
opportunity for vendors with successful past experience in furnishing
and installing Flood Warning and Dam Safety hardware/software to
provide an informal demonstration of their product from 7 to 10 p.m.,
February 2, 2000. Vendors may furnish, at their own expense, a visual
display "booth", hardware/software demonstrations, and printed
literature for distribution. Vendors will also have an opportunity to
make a 20-25 minute oral presentation, preferably with visual aids, on
Thursday, February 3, 2000, between 8 to 12. Specific information
regarding the oral presentation will be provided by the Bureau of
Reclamation (Reclamation) to participating vendors. Vendor selection
will be limitedto 8 companies due to space constraints. Selection of
vendors to participate in the conference will be based on (a) past
experience, i.e., vendors shall have furnished and installed at least
3 independent systems in the past 4 years (must be the same product to
be demonstrated), (b) satisfactory references for previous
installations of hydrologic and meteorologic data collection systems
applied towards dam safety or flood warning for each system and (c) on
a first-come first-served basis to be established based on date of
receipt of technical information. Vendors must submit a short
description of the systems installed and a contact person and phone
number as a reference for each of the 3 systems. A fee of $100 per
participating vendor will be assessed to offset Government costs of
this portion of the conference. Vendors must bear the cost of all
travel and related expenses incurred participating in the
demonstration. Reclamation will notify vendors selected for attendance
and will provide specific information regarding payment of conferences
fees, hotel location, and other pertinent travel information. Vendors
must submit, no later than 4:30 p.m., MST, January 14, 2000, the
following information for Reclamation evaluation: (1) Detailed
description of flood warning/dam safety jobs successfully completed
within the past four years, (2) whether the job was completed on
schedule, and within budget, (3) client satisfaction, (4) number of
sites per installed system, and (5) number of base stations per system.
Vendors who have submitted proposals for Early Warning Systems to the
Bureau of Reclamation, Reclamation Service Center, Denver, CO within
the past two year(s) and have been notified that their proposals were
technically acceptable are not required to resubmit the above
evaluation information. However, if such vendors wish to participate,
they must submit notice to Reclamation of their desire to attend. In
order to allow sufficient time for vendors to make travel arrangements,
vendors will be notified by Reclamation of acceptance no later than
January 18, 1999. Vendor presentations are for the sole purpose of
providing general market information to Bureau of Indian Affairs,
Bureau of Reclamation, and Tribal staff. Any future purchase
requirements for Early Warning Systems will be conducted in accordance
with competition and other requirements of the Federal Acquisition
Regulation (FAR). Participation or non-participation at this conference
neither guarantees nor precludes vendors from consideration in future
Government procurements. This is a market research notice only and all
responsible sources interested in participating at the conference and
meeting the criteria described herein should submit the require
technical data to the Bureau of Reclamation, Attn: Gilbert Olivas
