to issue a Request for Quotation (RFQ) to Honeywell International,
formerly Allied Signal Engines, to develop and refine dual heat treat
(DHT) technology for their advanced disk alloy, Alloy 10. Utilizing
government-owned forgings of Alloy 10, produced in NASA's AST Program,
Honeywell International shall establish DHT parameters for supersolvus
rim and subsolvus bore microstructures in said forgings. After DHT
processing, the macrostructure and microstructure of the forgings shall
be evaluated; specifically,grain size and prosity values shall be
assessed. After selecting DHT parameters, with the concurrence of NASA,
additional forgings shall be given a DHT and used to establish post DHT
processing. These post DHT processing steps shall include HIP
processing, if required for porosity control, as well as solution,
quench, and age of the DHT forgings. The macrostructure and
microstructure of the forgings shall be evaluated after post DHT
processing; specifically grain size, gama prime distrubution, and
porosity shall be assessed. Upon completion, Honeywell International
shall furnish NASA with a final report covering the development and
evaluation of the DHT technology for Alloy 10. This procurement is
being conducted under the Simplified Acquisition Procedures (SAP).
NASA/GRC intends to purchase the above technology development effort (
1 ea. final report) from Honeywell International, formerly Allied
Signal Engines, 111 S. 34th St., Phoenix, AZ 85072-2191,under an
approved Justification citing the authority of 10 U.S.C. 2304 (c)(1) --
Only one responsible source and no other supplies or services will
satisfy agency requirements. The Justification for Sole Source is that
the technology in question and the Alloy 10 are proprietary technology
of Honeywell International. The Government does not intend to acquire
a commercial item using FAR Part 12. See Note 26. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point ofcontact not
later than 4:30 p.m. local time on January 10,2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
the agency. An Ombudsman has been appointed. See Internet Note "B". Any
