Armament Center (AAC), 46th Test Wing/TSWI (EO/IR/Laser Systems
Flight), is contemplating awarding a sole source, three year basic with
1 two year option, Cost-Plus-Fixed-Fee (CPFF) procurement to Block
Engineering, a Division of Spectra Optics, 64 Locke Drive, Marlborough,
MA 01712 to aid, at the depot level, in maintaining and upgrading the
CIGARS. This acquisition will be pursued sole source because Block
Engineering was the designer, developer, manufacturer, maintainer, and
upgrader of the system. Technical data packages, specifications,
engineering descriptions, and optical alignment/calibration procedures
are not available for this requirement due to the proprietary data
rights of the vendor. CIGARS is a unique state-of-the-art spectral
ultraviolet (UV), visible (VIS), and infrared (IR) data instrumentation
system used to collect, process, and store digitized data of targets
and backgrounds. The CIGARS system is capable of 100 spectra per second
at 6 wavenumber resolution. Data rates, as a result of this rate and
resolution, exceed 100 megabits per second. These requirements, coupled
with an airborne environment, led to the development of very customized
electronics. Potential sources will be screened for knowledge and
experience with Michelson Fourier Transform Spectrometers (FTS), FTS
calibrations (UV/VIS/IR), FTS data collection/ analysis/reduction,
optics, airborne instrumentation, and high data rate transfer. This
synopsis is for information and planning purposes only and is not to be
construed as a commitment by the Government. All responsible sources
may submit a bid, proposal, or quotation which shall be considered by
the agency. Responses to this synopsis should be provided within 15
days from the date of synopsis publication to AAC/PKZA, ATTN: Capt

NOTE: It is important for companies that believe they can meet these
requirements to provide evidence of their capability to fulfill the
above requirement. Respondents to this synopsis will not be notified of
the results of the evaluation of information submitted. All responsible
sources may submit an offer which will be considered. After statements
of capability have been screened, a solicitation will be issued to
those prospective sources who, in the sole judgement of the procuring
activity, have the best potential of successfully fulfilling the

synopsis should refer to F08635-00-R-0033 and state whether they are or
are not a small business or small disadvantaged business concern as
defined in FAR 52.219-1 and FAR 52.219-2, respectively. The Air Force
reserves the right to consider a small business set-aside based on
responses hereto. An Ombudsman has been appointed to address concerns
from offerors or potential offerors during the proposal development
phase of this acquisition. The Ombudsman does not diminish the
authority of the program director or contracting officer, but
communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified above.
