to issue a Request for Proposal (RFP), on a sole source basis to
General Sciences Corporation (GSC). This procurement will extend the
period of performance under Contract NAS5-32377, for an additional 3
months, plus 3 1-month options, beyond the current end date of the
contract (March 2, 2000). This extension is required to provide
uninterrupted support to meet milestones and schedule constraints
established within the GSFC's ocean color programs while follow-on
competitive activites continue and a contract is awarded under
RFP5-14691/259. The SeaWiFS Project will initiate in February a
reprocessing of the entire data set to fix certain problems with the
data products. This effort is expected to take several weeks and will
occur in parallel with the routine daily realtime processing
requirements. SIMBIOS has an operational requirement to capture and
process data from the Indian Remote Sensing satellite-Modular Optical
Scanner which is routinely downlinked at GSFC Wallops using a
SIMBIOS-owned subsystem. This activity is mandated under an MOU between
the U.S., Germany, and India. With MODIS having been launched, the
first data is expected in late January 2000. GSC support is required
for processing the raw data and evaluating the data products. The
SeaWiFS calibration/validation program has cruises scheduled during
April-May 2000 which requires uninterrupted GSC support in order to
meet established schedules. Under Contract NAS5-32377, GSC provides
on-site support to Ocean Color Research programs and flight projects
related to the Sea-viewing Wide Field of View Sensor Project (SeaWiFS),
the Sensor Intercomparison and Merger for Biological Interdisciplinary
Oceanic Studies Project (SIMBIOS), and leadership of the Moderate
Resolution Imaging Spectrometer (MODIS). These programs are central to
the NASA Earth Science Strategic Enterprise and are key components of
the GSFC Laboratory for Hydrospheric Processes. This contract supports
the primary objectives of the ocean color program which are 1) produce
global data sets of oceanic bio-optical properties, 2) examine marine
ecosystems, and 3) investigate the linkages between physical, chemical
and biological oceanic processes. The services provided by GSC include
mission analysis and design, spacecraft sensor design and calibration,
mission operations, real-time data capture, information management,
computer system engineering, satellite data derived product algorithm
development, field data collection and processing, scientific data
analysis and image processing software development and numerical
modeling. Operational systems and programming languages core to the
Projects are FORTRAN 90, MATLAB, GRADS, SeaDAS, SeaWIFS Data Processing
System, Interactive Data Language, and Sybase Relational Database.
SeaWiFS near real time processing of satellite data is required daily.
The statutory authority for this extension is 10 U.S.C. 2304(c)(1),
Only One Responsible Source. GSC has gained specialized expertise
critical to the successful completion of Center milestones established
for GSFC's Ocean Color research programs. The technical expertise
resides in the knowledge of the unique devices and computer software
that were designed, developed, and implemented by GSC personnel. The
understanding of the ocean color Project's hardware and software is
crucial for meeting various critical milestones without unacceptable
delays. Competitive solicitation and potential replacement of the
incumbent by a new contractor without an opportunity for a phase-in
period introduces unacceptable risks to the completion of critical
milestones within the established schedule. Companies who believe they
can provide these services without any detrimental impact to programs
supported by this work, should fully identify their interest and
capabilities within 15 days after publication of this synopsis. See
Notes: B, 22, and 26. Interested firms have 15 days from the
publication of this synopsis to submit in writing to the identified
point of contact (Bldg. 28, Rm. W115), their
qualifications/capabilities. Such qualifications/capabilities will be
used solely for the purpose of determining whether or not to conduct
this procurement on a competitive basis. Responses receive after the 15
days or without the required information will be considered
non-responsive to the synopsis and will not be considered. A
determination by the Government to not compete this proposed effort on
a full and open competitive basis, based upon responses to this notice
is solely within the discretion of the Government. All qualified
