This is a notice of intent from the Naval Air Warfare Center Aircraft Division to issue an order, on an other than full and open competition basis, to an existing Basic Ordering Agreement (BOA) N00421-99-G-1557, with Raytheon Systems Company, Post Office Box 660246, MS 8493, Dallas TX 75266-0256 for UHF Electronically Scanned Array (UESA) Radar Systems Analysis, Space-Time Adaptive Processing (STAP) Performance Evaluation and Digital Receiver Test Support. Raytheon is the sole designer, developer and manufacturer of the UESA and the only firm that possesses the necessary knowledge, experience and technical data required to perform this effort within the limited time constraints of the Navy.
