Acquisition and Grants Management D-The Aberdeen Area Indian Health
Services (AAIHS) is in the process of seeking Native American, Buy
Indian certified sources capable of providing information technology
support services (ITSS). The AAIHS requires contractor support to
provide ITSS of all types including clinical administrative, research
and development, and other operational information technology
activities including equipment, software, and connectivity, as well as
business and Resource and Patient Management System (RPMS) processes
and supporting activities. The four major service categories of ITSS
include: 1. Resource and Patient Management System (RPMS) operation.
The AAIHS requires contractor support and assistance in the planning,
developing, programing, implementing, testing, and operating of the
computing infrastructure for the RPMS system. Activities required are
planning and analysis, design, installation, integration and testing,
programming, operations and management, technical and help desk,
internet and internet assistance, firewalls, security, network
management assistance, network control center support, moderniation
assistance, user assistance and training, system maintenance and
upgrades to meet evolving requirements, making recommendations for
equipment upgrades and replacement, troubleshooting hardware problems
as well as maintaining software integrity, providing ongoing support in
the form of network services, computer operations, training,
troubleshooting, and problem resolution, conversion management
assistance to fulfill Year 2000 compliance requirements, and rapid
response mobilization. The contractor shall assist the AAIHS by
supporting and enhancing the area chargemaster. The contractor shall
monitor chargemaster performance and recommend changes to system
parameters to achieve third party reimbursement optimization. The
contractor may identify software which has potential to increase third
party billing and collection productivity and which can be linked to
the chargemaster and integrated into the existing IHS RPMS and Version
2.0 of the IHS Third Party Billing Software Package. 2. Studies and
Analyses preparation and Data Warehouse Support. The contractor shall
assist in developing and implementing plans for the AAIHS data
warehouse. The contractor shall assist in the AAIHS effort to develop
the information technology process to maximize the storage,
availability, and integrity of the AAIHS data that could be stored in
a centralized location. The contractor may be required to assist in the
database system development, data warehouse design for data management
and decision support, database and system integration, client server
integration, and in analyzing the conversion of existing applications
on platforms having a UNIX operating system to another client/server
platform. 3. Training Services and Support. The contractor shall
provide training and support services for all levels of information
system site managers, operators, maintainers, and users. Service shall
include development of alternative training scenarios, appropriate
training approaches, preparation of training plans, provision of
technical instructors, scheduling of training classes in AAIHS
facilities, development of training curricula, guides, manuals, videos,
and materials and other documentation as necessary. The contractor
shall identify and consider various training approaches such as are
office, regionlized, on-site, train-the-trainer, and train-the-user. 4.
Technical and help desk services. The contractor shall provide
technical assistance and help desk which can be reached via telephone
or e-mail during normal business hours. The contractor shall respond to
requests for assistance within one (1) working day. Please read and

this announcement: All interested firms must submit a "capability
statement" not to exceed six (6) pages that describes in detail their
qualifications, capabilities, and previous experience relevant to
fulfilling the AAIHS information technology support service
requirement. In particular, the "capabilities statement" must include
detailed information on the interested firm's: (a) past performance and
experience with Information Technology Support Services, (b)
qualifications of key personnel and evidence of their availability, (c)
experience with mumps language, and (d) detailed evidence of experience
with the Resource and Patient Management System (RPMS) application. If
you are a certified Indian owned contractor or elibible for
certification under the Buy Indian Act, and capable of providing these
services to the Aberdeen Area IHS based on previous experience in
Information Technology Support Services, you are requested to respond
in writing with a copy of your Buy Indian certification and the
requested capability information to the address listed above or you may

within 10 calendar days from the date of appearance of this sources
sought announcement in the Commerce Business Daily. Thisnotice is not
a solicitation nor is it a formal Request for Proposal. The information
provided will be used by the Contracting Officer to make a decision
whether or not to set-aside this requirement for competition among
Buy-Indian concerns. If an adequate number of qualified Buy-Indian
concerns have not responded the requirement will be advertised on the
