synopsis/solicitation notice, 00SQ307370, Submission No. 410127,
originally submitted to the Commerce Business Daily on December 20,
1999. This is the second amendment to the synopsis/solicitation notice,
00SQ307370, the first amendment was issued in the Commerce Business
Daily on December 30, 1999. THE DUE DATE FOR RECEIPT OF QUOTES HAS BEEN
EXTENDED TO THE CLOSE OF BUSINESS ON FRIDAY, JANUARY 7, 2000. CHANGES
HAVE BEEN MADE TO THE DESCRIPTION OF THE WORK AND ADDITIONAL
INFORMATION IS PROVIDED. THE FOLLOWING CHANGES AND INFORMATION ARE
INCORPORATED INTO THE DESCRIPTION OF THE WORK for Phase 1 and Options
1 through 4: truck access at the Hoover Dam evaporation ponds will be
restricted to the paved area at the entrance to the ponds. All
wastewater/sludge shall be pumped by the Contractor from the upper
evaporation pond only in order to facilitate operations from the paved
area. The upper evaporation pond is close to the paved area and will
allow easier access for pumping and entering and exiting of vehicles.
The upper evaporation pond now holds approximately 450,000 gallons of
wastewater/sludge. If any of the Options 1 through 4 are exercised, the
Government will make additional wastewater/sludge available for pumping
from the upper evaporation pond. Department of Interior clause
1452.228-70 Liability Insurance Department of the Interior (July 1996)
has been incorporated into the Request for Quotation and Drawing No.
45-D-19508 is provided also and both may be accessed at the Bureau of
Reclamation Lower Colorado Region contracts web site:

a copy of this drawing or the clause. Anticipated date of award is
January 11, 2000. The wastewater/sludge that was pumped to the Hoover
Dam evaporation ponds contained up to 5% solids with most of the
wastewater at well below 5%. Additionally, the solids in the Hoover Dam
evaporation ponds tend to settle to the bottom, the wastewater/sludge
above the bottom of the Hoover Dam evaporation ponds is much less than
5% solids. Metering of all the wastewater/sludge collected from the
Hoover Dam evaporation ponds is an acceptable method of providing
documentation to support invoices. If the metering method will not be
used, the Contractor shall provide an accurate and certifiable method
for measuring all wastewater/sludge removed from the Hoover Dam
evaporation ponds. This "alternate" measuring method must be approved
by the Contracting Officer's Representative prior to commencement of
Phase 1 and any of the Options 1 through 4. The "alternate" measuring
method shall not require the presence of Bureau of Reclamation
personnel at the Hoover Dam evaporation ponds at the times of
wastewater/sludge collections. PLEASE NOTE: There are no level
indication devices installed at the Hoover Dam evaporation ponds. There
is also an automatically controlled pumped flow to the Hoover Dam
evaporation ponds which could occur at frequent intervals. There is no
flow meter installed to measure the flow into the Hoover Dam
evaporation ponds. It is the Contractor's responsibility to verify and
obtain all required permits, licenses, etc. required by the states of
Arizona and Nevada for transporting this wastewater/sludge. To
restate, for Phase 1: approximately 400,000 gallons of
wastewater/sludge need to be pumped, transported, and emptied into the
Boulder City sewage treatment ponds by February 15, 2000. Anticipated
date of award is January 11, 2000. PLEASE NOTE: the PRICE PER GALLON
must be provided for Phase 1 and Options 1 through 4. The PRICE PER
GALLON shall reflect all costs for the work, including labor, travel,
equipment, vehicles, supervision, materials, supplies, and
documentation. Award will be made to the RESPONSIBLE quoter submitting
the LOWEST responsive quotation. Quotes will be evaluated on the
prices for Phase 1 and all options. The quoter may offer varying prices
for the options. All quote submittal requirements remain the same,
refer to the original synopsis/solicitation for 00SQ307370 published in
the Commerce Business Daily on December 20, 1999. PLEASE NOTE:
amendments 1 and 2 to this Request for Quotation must be acknowledged
in writing and submitted with the quote. Failure of your acknowledgment
of the amendments to be received at the place designated for the
receipt of offers prior to the hour and date specified may result in
rejection of your offer. ALL OTHER INFORMATION CONTAINED IN THE
ORIGINAL SYNOPSIS/SOLICITATION AND AMENDMENT 1 FOR REQUEST FOR
QUOTATION 00SQ307370 REMAINS UNCHANGED. Contractors are encouraged to
review the CBD from time to time to obtain the current information
available such as amendments to this synopsis/solicitation. For
