Kirkpatrick, Contract Specialist, AMSAM-AC-SS-BC, (256) 876-8393; Gary Poolos, Contracting Officer, (256) 876-8391 The Government has a requirement to produce Technical Bulletin 43-PS, The Preventive Maintenance Monthly (hereafter referred to as PS). PS is unique as a military communications medium, made so through the integration of specialized copy, art, color and visual techniques. This requirement includes the production of finished art, typography, hand lettering, page layout and design, coloring, color separation, and film negative production. Finished pages shall be suitable for either 2-color or 4-color reproduction. Each character shall be drawn in a similar style and be consistent from page to page and issue to issue. Characters shall be artistically finished to the point of demonstrating individual character traits and personality. The services to be furnished include 12 consecutive monthly issues of PS, with options for four additional years of 12 issues each. Awardee shall produce 64 complete pages and film negatives of those 64 pages for eleven issues, and produce 56 complete pages and film negatives for one issue. The negatives shall be screened and color-separated, with the final color proofs provided as Adobe Acrobat Portable Document Format (PDF) files, suitable for direct utilization for plate making by the government's printer. Trim sizes for all pages are 7 1/8 high x 5 inches wide for one page and 7 1/8 high x 10 inches wide for a 2 page spread. All issues shall be produced using desktop publishing (DTP) software such as Adobe InDesign or PageMaker or Quark Express or equivalent software on any suitable computer platform. Files provided to the government shall be for PC-compatible computers running Microsoft Windows NT 4.0 or later operating systems and Windows-based DTP programs. This action is a 100% small business set-aside. The estimated release date of the RFP is 21 January 2000, with an estimated closing date of 22 February 2000.
