and building of two physical fitness centers; one approximately
150,000 SF in the Administration area and one approximately 15,000 SF
in the Operations area of the Naval Air Station. The Administration
area center shall be equipped with utilities and mechanical systems,
air conditioning, full sized basketball court, racquet ball courts,
weight training and aerobics training areas, ball screens, accordian
partitions, locker rooms, and showers. The Operations area center shall
be equipped with utilities and mechanical systems, air conditioning,
weight training areas. The Operations area center may be a
pre-engineered building. Operations and maintenance manuals and
technical support (OMSI) will be provided. The project will also
rehabilitate the existing outdoor pool. Site improvements include storm
drainage, parking, and landscaping. This project will demolish
Buildings 940 and 945 that may required hazardous material abatement.
Contract completion time is 620 calendardays. Approximately $12,500,000
will be available for this contract. This procurement is unrestricted.
The Standard Industrial Code (SIC) is 1542 and the related small
business size standard is $17,000,000. This procurement will be
obtained using a two part source selection procedure. The contract will
be awarded to the firm providing the proposal with the best value to
the Government using criteria outlined in the solicitation. The first
part of the RFP and proposals will address the following technical
factors: (1) Past Performance; (2) Corporate and Key Personnel
Experience; and (3) Past Commitment to Small Business. Firms in the
competitive range will receive Part 2 of the RFP. Proposals responding
to Part 2 will address (1) the design and (2) small business
commitment. THE GOVERNMENT WILL ISSUE THIS SOLICITATION THROUGH THE
INTERNET. Plans and specifications will NOT be directly provided in a
paper hard copy format nor CDs. Notification of any changes to this
solicitation will be made ONLY on the Internet site. It is, therefore,
the contractor's responsibility to check the below listed Internet
site daily for any posted changes in this solicitation's plans and
specifications which will be available on or about 24 January 2000.
