Work includes, but is not limited to, construction of a three-story, structural steel building with a partial basement. Building will contain five courtrooms with associated Judges chambers, prisoner detention cells and processing areas, and security equipment; stone exterior; demolition of existing paving; security construction, and all other items as indicated in the solicitation. There are eight (8) options that may or may not be exercised. Option 1 is to use laminated glazing in lieu of standard glazing. Option 2 is to have contractor-furnished detention furnishings. Option 3 is to have contractor-furnished detention equipment. Option 4 is to substitute limestone in lieu of plaster at level 1 (West) and level 3 (North) if Option 9 is exercised. Option 5 is to continue walls to structure at STC offices and provide mechanical return air duct in those spaces. Option 6 is not used. Option 7 is to install a monumental building sign. Option 8 is to have contractor-furnished detention plumbing fixtures. Option 9 is to substitute limestone in lieu of stone, as directed. Time of construction is 730 days. The solicitation will be issued on or about January 20, 2000, with proposals being due on or about March 9, 2000. The estimated cost range of the project is $22,000,000 to $25,000,000. The project is being procured using informal Source Selection procedures which will result in a firm-fixed price award to the offeror which provides the "best value" to the Government with technical ability being more important than price.
