14 -- NATIONAL MISSILE DEFENSE LEAD SYSTEM INTEGRATOR ADDITIONAL INTERCEPTORS ASSOCIATED HARDWARE AND SUPPORT POC Mr Marc Lesser, Contracting Officer, BMDO/CTD, (703) 604-4242, CDB Reference Number: BMDO 00-04 The Ballistic Missile Defense Organization (BMDO) intends to modify, on a sole source basis, Contract HQ0006-98-C-0003 with The Boeing Company, Boeing North American, to establish an option for additional interceptors (plus spares) and x-band radars (XBR) in support of the National Missile Defense (NMD) Lead System Integrator (LSI) Program. BMDO will also acquire additional components for XBRs, upgrading the early warning radars (EWR), and other associated hardware, software and support under this action. Currently, Boeing is providing the initial production of the NMD LSI system (interceptor, XBR, and upgrades to the EWR) under this contract. As such, based on its incumbent status and its extensive and comprehensive experience with the NMD LSI development program, only Boeing is in a position to provide the data and expertise necessary to meet these requirements. No other contractor or team of contractors has the unique knowledge and understanding of the BMDO requirement gained by Boeing through the developmental and initial deployment phases of this contract, particularly given the aggressive, mandated NMD program schedule. The effort required to satisfy this requirement is highly specialized and tightly interwoven with the on-going development efforts and the NMD Deployment program being provided by Boeing. Additionally, Boeing has Total System Performance Responsibility (TSPR) for the fielded NMD System, a fundamental contract requirement. No other source can meet this TSPR requirement without the intimate knowledge of, and the ability to provide the currently planned NMD System under this contract. See numbered Note 22.
