tmartin@redstone.army.mil. Sources Sought for the manufacture,
installation and instrumentation of armor, infantry and aerial targetry
systems for the Digitized Multipurpose Range Complex(es) (DMPRC) to be
used by the Simulation, Training and Instrumentation, Command
(STRICOM), Program Manager for Instrumentation, Targets and Threat
Simulators (PM ITTS), Targets Management Office. This effort, planned
for FY01 and FY02 time frame, will consist of, but is not limited to,
procurement, installation, maintenance and spares of armor and
infantry, stationary and moving targetry presentation devices and their
personal computer (PC) based controller. In addition, this effort will
include the manufacture, flight operations and instrumentation of
aerial targetry systems to train air defense artillery with the DMPRC.
The aerial targetry will consist of low cost scaled down aerial
targets that are threat representative of attach aircraft, attack
helicopters and UAV threats. This effort for each of the targetry types
procured, requires themto be capable of simulating their respective
correct visual and IR spectral signatures, such as thermal signature,
visual effects (smoke, flashing) sound effects (explosion, weapons
firing), and pyrotechnics. A common standardized digital interface, to
allow control from a single or multiple locations, is required for all
targetry devices. These targetry devices should also be compatible with
the Remote Targetry System (RETS) devices and controller currently in
use on training ranges. The Targetry controller, for this effort, shall
be a PC/Windows based central controller that can communicate with the
target devices utilizing hard wire, fiber optic, radio frequency or a
combination of these. Radio frequency controllers will be limited in
frequencies due to frequency restrictions on Government ranges. The
aerial targetry control system must be linked to the central controller
to support the gound exercises and after action reviews. Any firm with
experience and system equipment is invited to provide a statement of
interest plus data to substantiate your qualifications to this office
within 30 days from date of publication of this notice in the COmmerce
Business Daily. The substantiation of qualifications shall include, as
a minimum, the interested firm's experience in manufacturing,
integration and installing this type of targetry equipment. No price
information shall be submitted. A full and open, competitive, firm
fixed price contract with options is anticipated. With full and open
competition is contemplated for any solicitation to meet the DMPRC
requirement, competition will be restricted to organizations tht have,
or are capable of obtaining a facility clearance that authorizes the
handling of classified U.S. Defense information. This synopsis is to
