MODIFICATION PREPARED TO ADD TELEPHONE NUMBER LISTED ABOVE. This RFI is
for the anticipated acquisition of a commercial off the shelf (COTS)
product that supports Navy Recruiting and Accession Management.
Offerors whose product is of further interest to the Government will be
invited to participate in a presentation to demonstrate the product
against specific criteria. The presentation criteria will be made
available to the offerors by written invitation. Commander, Navy
Recruiting Command is seeking to modernize and integrate its many
legacy applications and information systems associated with Recruiting
and Accession Management into a single logical system. The single
system will require interoperability and data sharing capability with
a number of other information systems which support recruiting,
accession management, training, and Navy manpower management. Specific
information on the following is requested. The products ability to: 1.
Support one time data entry into the system; 2. Create, maintain, and
replicate a single logical master record; 3. Support multi-tiered data
architecture to facilitate segmentation of the database; 4. Provide
elementary and summary reporting capabilities; 5. Support XX million
records; 6. Support automated user workflows; 7. Support
user-transparent integrated third party software solutions where
needed; 8. Support electronic signature capability; 9. Provide audit
trail capability for transactions; 10. Support large numbers of
distributed subsets of data that are proportional to the site of
distribution; 11. Store and transmit large data types; 12. Support
adaptability and extensibility using sound commercial practices,
methods, and tools that support user customization and integration; 13.
Provide end user interfaces that are GUI, DII-COE, NMCI compliant and
be WEB Enabled; 14. Maintain and monitor user authorization, access,
control, and audit trail; 15. Support internet protocol security and
keyed encryption; 16. Support the capability of delivering training to
the end user; Firms having products that support the above stated
topics shall provide clear and comprehensive information supporting its
claim, inclusive of references listing contact person(s) and phone
number(s), and a technical overview. Nothing said or implied during the
RFI process shall be construed to commit or obligate the Government to
any further action or particular course of action on this initiative.
Any actions taken by an industry participant, or any resources
expended by an industry participant as a result of these discussions
during the RFI process, are solely at the risk and expense of the
participant. The Government shall not be liable for those actions or
