This is not a change; it is issued to provide further information about the requirement. This additional information is as follows: Performance Work Specification A. These economic forecasts will be used by government negotiation participants to evaluate contractor price proposals covering multiple years. Most proposals contain economic assumptions about future periods. The forecasts purchased by this solicitation will be used to test the reasonableness of these contractor assumptions and develop government negotiation positions. B. Access is also required for prior-year actuals for post award and contract completion reviews. C. The government requires Web-based access for each individual negotiator/price proposal evaluator. Access will not be provided beyond a maintained list of appropriate individuals. The government may make forecasted data available to contractors as part of the negotiation process or as partof contract administration and support. Otherwise forecasts will not be made available outside the government, except as contained in official documentation. Requirements A.Contractor forecasts shall cover a 5-year horizon moved one year to the right as each year passes. B. Contractor forecasts shall be made on a quarterly basis with an annual horizon including index level and period to period percent change. C. The contractor shall maintain a computational forecast accuracy within the normal range for the industry for average absolute error over 36 quarters. D. The contractor shall provide general technical assistance to explain data development and proper index use. Software A. Current and historical forecasts shall be accessible via the Web and secured in accordance with commercial standards. The data shall be searchable for ease of locating an index, with help instructions and definitions as is customary in the marketplace. B. Any interfaces and software shall be compatible with standard Pentium Windows-based applications. C. The contractor shall provide commercial national economic indexes to include average hourly earnings, employment cost, consumer price, and producer price by major metropolitan statistical areas. D. The contractor shall provide the forecast assumptions used each quarter. Delivery -- The contractor shall provide and make accessible quarterly data no later than 30 days after the end of each quarter; quarters are: 1 Jan-31 Mar, 1 Apr-30 Jun, 1 Jul-30Sep, 1 Oct-31 Dec. Instructions to Offerors: Proposals shall contain technical information on the types of forecasts, accumulation of data(timing and source), and adjustments made to the data. The proposal shall contain accessibility to Web-based indices for the purposes of establishing the coverage of relevant defense industry indices. Failure to provide accessibility to a Web-based application will make a contractor's proposal non-responsive. The proposal shall contain instructions suitable for using the indices. The proposal due date is hereby extended to 28 Jan 2000. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-46. This is NOT a sole source requirement. This RFQ has the following line items: 0001 Non-personal services to provide Quarterly On-Line Economic Forecasts of National Indices (Web-based access) to multiple Government users, initial quantity of users is estimated at 12,000 (4000 @ Navy, 4000 @ DCAA, 4000 @ Air Force). The number of users could grow to as many as 60,000 in 5 years. An IDIQ Requirements contract is contemplated. Proposers are asked to price their offers at an initial 4000 user level, with subsequent prices at increments of an additional 1000 users (up to a maximum of 12,000 users in the first year). Also, offerors are asked to provide prices for the Base Year plus Four (4) Option Years. Total life of the contract shall not exceed 5 years. The requiring activity is Hq AFMC/PKPC, Wright-Patterson AFB, OH. Delivery is required within 15 days after award, FOB Destination, net 30 payment terms. The following clauses and provisions apply: FAR 52.212-1 and 52.212-2(a). Clause 52.212-4 shall be included with any offer. Mr. Stephen J. Plaisted has been appointed as Ombudsman to hear concerns from offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the contracting officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, the evaluation of proposals, or the source selection process and, therefore, for routine matters on individual solicitations, please contact the buyer at the telephone number listed herein.
