This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. This solicitation is issued as a request for quotation (RFQ).
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular (FAC) 97-14 and
Defense FAR Supplement (DFARS) Change Notice 19991118. The standard
industrial classification code is 2741, Miscellaneous Publishing, and
the small business size standard is 500. This procurement is being
conducted as a total small business set-aside. This combined
synopsis/solicitation is for the procurement of scriptographic
publications, which provide practical information, guidance, and
organizational assistance to Air Force personnel and their
families.Twelve separate publications and one tote are required, in
various quantities, as specified in the following line items: Line Item
0001 _ Custom Totes/Envelopes with imprint (provided upon request),
Quantity 21,800. The tote should bear an American flag motif and
provides the perfect hiding place for a variety of documents. It_s
constructed of a sturdy 16-point SBS board, and expands to hold 16
standard Scriptographic Booklets, a bundle of 8 12_ x 11_ papers, or a
combination of both up to 1 12_ thick. It also features a convenient
Velcro closure. Line Item 0002 _ Mission Readiness Guide, Quantity
19,960. A Personal And Family Guide (Active Duty edition). This guide
is designed to help you meet the challenge of counseling service
personnel and their families. The guide encompasses virtually every bit
of information military family_s need before, during, and after
deployment. Topics range from financial and legal matters to personal
and emotional issues that arise between family members; _extra added
attractions_ include a glossary of military terms, worksheets,
check-lists, and places to record important phone numbers. Line Item
0003 _ Challenges of Deployments, Quantity 13,700. Tells how to deal
with demands of deployment in a positive way. Promote advance
preparation to ease the strain of separation and reunion, list sources
to help. Line Item 0004 _ Family Care Plan, Quantity 12,400. Explains
what information is needed to prepare a Family Care Plan, and give
advice on planning for guardianship, medical needs, and legal and
financial matters. Line Item 0005 _ Let_s Talk about Deployment,
Quantity 13,950. Friendly characters and challenging word games
encourage preteens to learn about their parent_s destination, find ways
to keep in touch, and act responsibly at home. Talks about preparing
for reunion. Line Item 0006 _ Until Your Parent Comes Home, Quantity
15,050. Fun-filled games, puzzles, and pictures to color offer a
reassuring, entertaining way to explain deployment to
elementary-school-age children, and help keep the military family
close. Line Item 0007 _ My Book When Parents Goes Away, Quantity
16,150. Preschoolers might not know the word _deployment_, but they
know how they feel when it happens. A friendly elephant, puzzles, and
simple text help them accept sad feelings and find constructive things
to do in their parent_s absence. Reminds them that their parents love
them, and that their military family is special. Line Item _ 0008
Deployment Days Calendar, Quantity 17,200. Weeks of tips to keep family
members on a positive track during deployment. Each month offers a
different activity for keeping in touch and anticipating reunion.
Flexible six-month format lets users write in year, month, and date
desired. Line Item _ 0009 Write From the Heart Kit, Quantity 19,960. A
stationary kit specially designed for deployed service members. It_s
got everything a letter writer needs to assure family and friends that
they are indeed loved and missed. Each kit contains: 1) one 32 page
book of stationery with writing tips and mail-back cards geared toward
adults an older children _ plus two greeting cards printed with
special messages for spouses or significant others 2) one 32 page book
of stationery with writing tips, games and activities, and mail-back
cards appropriate for young children 3) 2 sticker sheets to decorate
envelopes and letters or enclose in letters as gifts 4) 20 mailing
envelopes 5) 1 durable kit envelope designed to fit comfortable in a
Battle Dress Uniform (BDU) cargo pocket, helmet bag, or duffel bag.
Line Item 0010 _ Preparing for Mobilization, Quantity 500. Gives
Reserve families insight into the transition to military life.
Discusses levels and phases of mobilization, plans to make in advance,
emotional concerns, communication, reunion, and more. Line Item 0011
_ Make the Most of Family Support Groups (FSG_s), Quantity 200.
Booklets introduce FSG_s; tell how they meet family needs, services
offered, and more. Encourage readers to organize an FSG; describe the
process and services they can include in their program. Line Item 0012
_ Your Parent is Coming Home, Quantity 400. Games and puzzles help
prepare elementary-school-age children for the return of a deployed
parent. Talks about changes and feelings kids might experience;
reassures them of their parent_s love. Line Item 0013 _ Lets Talk
Reunion, Quantity 300. An excellent additional to any discussion on
reunion and it_s impact on family members. Offers advice on minimizing
stress; underscores the role preteens can play in a successful
reunion. Line Item 0014 _ Twenty-one (21) Imprints (upon request),
Quantity 19. Line Item 0015 _ Shipping Charges (if, applicable).
Delivery of each item line item should be made No Later Than 30 days
after receipt of order to multiple Air Combat Command (ACC) Bases
throughout the United States and one base in Lajes Field, Azores
(Shipping list available upon request). Terms and Conditions_Commercial

(FAR) and Defense FAR Supplement (DFARS) clauses andprovisions are
incorporated herein: FAR 52.252-1, Solicitation Provisions Incorporated

or more solicitation provisions by reference, with the same force and
effect as if they were given in full text. Upon request, the
Contracting Officer will make their full text available. The offeror is
cautioned that the listed provisions may include blocks that must be
completed by the offeror and submitted with its quotation or offer. In
lieu of submitting the full text of those provisions, the offeror may
identify the provision by paragraph identifier and provide the
