NASA/GRC plans to issue a Request for Quotation (RFQ) for the work of integrating the current MIRIAD architecture with the International Space Station (ISS) telemetry data stream. The data stream shall be received via the Information Sharing Protocol (ISP). This will allow MIRIAD components to make use of the ISP data stream in support of the Glenn Research Center Engineering Support Room Operations. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase the items from Maxwell Technologies Systems Division located in San Diego, CA 92123. This procurement is being sole sourced to Maxwell Technologies because they are the only company capable of meeting the Government's time requirements and due to their vast knowledge and involvement with developing the MIRIAD software architecture, they are the only company in a proprietary position that has the capability to modify and extend the MIRIAD technology to allow it to communicate with ISP. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 1/10/00. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
