Armament Center (AAC) intends to award a firm fixed price, two year
basic with three one-year option periods, contract for comprehensive
Range Safety Scientific and Engineering Support. The support provided
will include engineering studies and the development and support of
software tools to support the AAC range safety function. The studies
will encompass future range safety planning to support the testing of
complex conventional weapon systems as well as studies in direct
support of establishing range safety requirements for near-term or
current test programs. In each case the contractor will be tasked to
investigate and analyze weapon and/ or warhead systems including its
physical properties and performance capabilities to generate range
safety criteria. The studies may include development of flight
termination criteria, safety footprint or hazard area determination and
risk level assessments. Technical support will also include development
of specifications for computer algorithms to support the real-time
range safety function in the AAC Central Control Facility. Software
development and support includes design, coding, and verification of
new tools and modification of existing PC computer tools that support
the range safety engineers. These tools include flight trajectory
models, warhead fragmentation models, risk assessment models, computer
based mapping and flight termination receiver hardware-in-the-loop
certification software. This support requires broad based expertise in
the areas of statistical and probability theory, risk analysis,
trajectory analysis, aerodynamics, dynamics, weapon systems, computer
programming, hazard analysis, and failure and reliability theory. The
contractor will provide necessary services to support the AAC Range
Safety mission and furnish reports and recommendations based on
directed studies under a basic contract. The contractor must have
recent and demonstrable experience in the fields discussed. The
requirement exists for mandatory absence of conflict of interest that
would or could influence the independence or objectivity of the study
results. Firms having and interest, capability an appropriate
background are invited to submit particulars of qualification and
experience. An Ombudsman has been appointed to address concerns from
offerors or potential offerors during the proposal development phase of
this acquisition. The Ombudsman does not diminish the authority of the
program director or contracting officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government personnel. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The Ombudsman
does not participate in the evaluation of proposals or in the source
selection process. Matters of a routine or administrative nature
concerning this acquisition should not be addressed to the Ombudsman
but rather to the Contracting Officer, Contract Specialist, or the
