bill.roberson@fema.gov. This is not an RFP, but a survey to locate
potential sources capable of performing the proposed work. It is
anticipated the Contractor will be required to develop methodologies,
perform necessary quality control and data verification and demonstrate
the integration of FEMA flood risk data with tax assessor and other
data to create an indexable database containing all flood risk and
structure information required for fully automated rating of NFIP
policies. For properties within Special Flood Hazard Areas these data
will include Lowest Adjacent Grade and Lowest Floor Elevations. The
contract effort will be fully documented and include the methodologies,
database creation, test and verification results and recommendations.
The system is to be demonstrated at the National Flood Conference,
Austin, TX, May 8-10, 2000. For potential sources to be considered
capable of performing the work, minimum capabilities must include
documented evidence of experience and expertise in all of the following
areas: (1) Demonstrated knowledge of the risk assessment and insurance
components of the National Flood Insurance Program (NFIP) and the
application of LIDAR or similar topographic data acquisition technology
to the FEMA flood study and mapping processes so as to create
comprehensive and accurate databases for use in the rating of NFIP
policies; (2) The ability to rapidly develop or compile the requisite
database including address and/or real estate parcel, and/or tax record
and other information to provide convenient agent access linked with
NFIP map information, including zone and base flood elevation data, so
as to provide all of the elements required to rate a flood policy; and
(3) Staff resources encompassing a range of scientists and engineers
and others required to support the demonstration of the linked LIDAR
mapping application, geographic information systems application, flood
zone determination application and flood insurance rating systems.
Firms with these capabilities are invited to submit complete
information to the procuring office identified in this notice in three
(3) copies within fifteen (15) calendar days from the date of this
notice. Information furnished should include: (1) the number and
professional qualifications of scientists, engineers, technical and
other appropriate personnel; (2) company experiences related to the
proposed project; (3) a description of general and special facilities;
(4) a current financial statement; and (5) other literature which
demonstrates minimum capabilities listed above. This synopsis is for
information and planning purposes and the Government will not pay or
otherwise reimburse respondents for information submitted. Based upon
responses received, the Government reserves the right to set aside any
and all procurements that may result hereunder for small or
minority-owned businesses. If the evaluation of responses received
concludes that none of the responding firms have the necessary
capabilities, negotiations may be conducted with TerraPoint, LLC on a
