Services Administration intends to issue a contract to Mr. John
Pearson, consultant, Alexandria, VA under the authority of FAR 6.302-1
through solicitation number 9TER-00-PAM-0035. The solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular (FAC) 97-14. Only one responsible
source and no other supplies or services will satisfy agency
requirements. A justification for Other than Full and Open Competition
has been prepared in support of this acquisition. This procurement is
for contractual services to fulfill the requirements (tasks and
deliverables) of the Chair of Mine Warfare. The general requirements of
the Mine Warfare Chair include: 1) facilitating student visits to mine
warfare commands and research activities; 2) planning and executing
mine warfare workshops and symposia; and 3) serving as curator of the
Menneken Lecture Series on Mine Warfare. The client is the Naval
Postgraduate School (NPS), located in Monterey, CA. Theproposed
contract action is for services for which the Government intends to
solicit and negotiate with only one source under authority of FAR
6.302. Interested persons may identify their interest and capability to
respond to the requirement or submit proposals. This notice is not a
request for competitive proposals. All demonstrations of
interest/capability/responses received by Wednesday, January 12, 2000
at 12:00 p.m., PST will be considered by the government. A
determination by the Government not to compete this proposed contract
based on responses to this notice is solely within the discretion of
the government. Information received will be considered solely for the
purpose of determining whether to conduct a competitive procurement.
