MSC Sealift Program Management Office, Code PM51P, requests proposals for transportation capable of meeting the requirements described below. The paragraph numbers below refer to the box numbers in Part I, Subpart A, of Ref (A), which is incorporated herein by reference. By submission of a proposal, the offeror confirms agreement with all terms and conditions of this solicitation and the charter form unless otherwise identified therein. References below apply to the box layout of Ref (A). In the space provided in Boxes 37 and 39 of this solicitation, offerors shall submit all requested data, as appropriate, for the vessel's last two cargoes. To the extent that there is any inconsistency between the Government's charter form terms and conditions incorporated in this RFP and the charter form terms and conditions submitted by the owner, which inconsistency has not been clearly disclosed to the Government by the Owner, the Government's charter form terms and conditions shall control in this charter party. Vessel(s) required: Clean, approved, U.S. flag coated tanker or barge capable of carrying a minimum of 200M bbls (25,173 LT) (intentions JP8) clean petroleum products. Maximum age of vessel shall be 20 years. Vessel must arrive at load port in clean, gas-free condition and be ready for internal tank inspection by quality assurance representative. Last product carried in tanks must be an approved product. The use of copper and copper alloys (brass, bronze, etc.) in vessel compartments, pipelines, heating coils, fittings, etc. is not permitted in vessels chartered by MSC to haul petroleum products, unless vessel possesses a current DESC waiver. 6. Cargo description: The Government is obligated to provide a min/max of 200M bbls (25,173 LT) (intentions JP8) clean petroleum products. 7. Intended loading port(s)/place(s): Texas City (Valero), TX. Port Restrictions (WOG): For tankers: Draft, 39 feet; LOA, 900 ft. For barges: Draft, 36 feet; LOA, 695 ft. 8. Intended discharging port(s)/place(s): Houston, TX. Articles added to master solicitation: (a) Article C3.1(b) The Owner warrants that this vessel complies fully with the International Safety Management (ISM) Code and is in possession of a valid safety management certificate and document of compliance and will remain so for the entirety of her employment under this Charter Party. Owner will provide Charterer with satisfactory evidence of compliance if required to do so. Any delay as a result of non-compliance shall not count as used laytime or demurrage if on demurrage. (b) Attachment J2 (modified clauses) is incorporated by reference in this RFP and is available by mail. B. The following articles in Section S apply to this solicitation: S9 and S10. C. The following information is to be submitted with proposals: 1. Has your vessel been inspected by a major oil company? Date? What companies? Where? 2. Has your vessel been inspected in accordance with current OCIMF Standard? Date? Where? 3. Does your vessel fully comply with the ISM code? Does your vessel possess a valid safety management certificate and document of compliance? 4. All offerors must submit completed Subparts A, B, C, D, and K of MSC TANKVOY 92 (REV. 5/92). 5. IAW DFARS 252.204-7004, U.S. offerors (and foreign offerors working in the U.S.) must be registered in the Central Contractor Registry (CCR) in order to be considered for award.
