plans to issue a Request for Offer (RFO)to design, furnish, and install
a new Main Drive System for the 14 x 22 Foot Subsonic Tunnel. The
contractor shall perform the main drive replacement project as a
"turnkey" project, providing all materials, labor, and resources to
engineer, design, procure, fabricate, inspect, test, deliver, install,
commission and document the complete new drive system. The work
includes, but is not limited to, the following: (1) Project management
including management plans, schedules, submittals, progress meetings,
and progress reports; (2) Engineering and design, including studies,
calculations, analyses, drawings, specifications and test plans for new
main drive system equipment; (3) High voltage electrical feeder cable
modifications; (4) Design, fabrication and factory testing of new main
drive system components; (5)All site construction necessary for
removal and reinstallation of the existing fan hub, demolition of the
existing drive system (to the extend required by the contractor's
design), installation of the new main drive system components,
installation of Government Furnished components, and integration of
existing equipment and facility structures; and (6) Commissioning
activities. The Government intends to acquire a commercial item using
FAR Part 12. The SIC Code and Size Standard are 3612 and 750,
respectively. The DPAS Rating for this procurement is DO-C9. The
provisions and clauses in the RFO and model contract are those in
effect through FAC 97-14. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about January 18, 2000, with an
anticipated offer due date of on or about March 1, 2000. An ombudsman
has been appointed -- See Internet Note "B". The solicitation and any
documents related to this procurement will be available over the
Internet. These documents will be in Microsoft Office Suite (Word 6.0,
Excel 5.0, PowerPoint 4.0) format and will reside on a World Wide Web
(WWW) server, which may be accessed using a WWW browser application.
