synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation/RFQ number 07-08-00
applies. It is anticipated the requirement will not exceed the
Simplified Acquisition Threshold. This solicitation document
incorporates provisions and clauses in effect through Federal
Acquisition Circular 97-14. This procurement is a 100 percent set-aside
for Small Business concerns per FAR 52.219-1 and 52.219-6; all
eligible, responsible sources may submit an offer. The standard
industrial classification code is 3531 and the business size standard
is 750 employees. This requirement is for a fixed priced contract for
a trailbuilding machine with attachments and transport trailer meeting
specifications as follows: Machine must be a metal-track-type crawler
vehicle complete with dozer blade and rippers. Width of crawler must
not exceed 50 inches and length (including blade and rippers) must not
exceed 12 feet. Gross weight must be less than 9,000 pounds. The
six-way dozer blade should have a maximum blade lift of 24 inches, a
maximum blade drop of 24", a maximum blade angle of 30 degrees, and a
maximum blade tilt of 25 degrees. Rippers must be 3 shank. Frame must
be constructed of 1/2" high-tensile steel, unitized with full belly
pan, hardened steel. pins and bushings, designed for heavy dozer
services, rock guards AR plate. Standard features must include: seat
belt for operator, tachometer/hour-meter, warning lights, vandal
protection kit, fuel and hydraulic oil gauges, cold weather starting
package, heavy-duty cooling system, auxiliary hydraulics, side brush
screens, hydraulic oil cooler, rock guards, safety brake, limb risers,
spark arrester, draw bar, and a float on dozer with up/down and tilt.
Battery must be dry cell. Engine must be diesel with horsepower at
3,000 rpm of at least 80. Engine must be four cylinders, liquid cooled,
and with an average fuel consumption of one gallon per hour. Fuel tank
must be capable of holding at least 24 gallons. Steering must be dual
control, full hydrostatic, counter rotating. Hydraulic pump must be
10-30 gpm, 2200-psi triple filtration. The hydraulic system must have
a capacity of at least 24 gallons. The machine must be equipped with a
backhoe attachment capable of reaching 8' in depth, with a 10' reach
and have a 12" bucket capable of at least medium duty. The machine must
be equipped with a roller that is 48" wide, with a smooth surface, at
least 30" diameter, and capable of being filled with liquid so that it
weighs up to 2,000 pounds. It must be constructed of metal and must be
of the type that can be pulled behind the trail crawler. The machine
must be equipped with a hydraulic winch, mounted on the ripper bar that
is capable of a 9,000-pound pull. The crawler must be equipped with a
back-up alarm of at least 84 decibels. The crawler must be equipped
with front and rear halogen lights, two lights on the front, two on the
rear. The crawler must be equipped with a 10-pound Class BC fire
extinguisher mounted solidly to the crawler. The crawler must be
equipped with a hydraulically-operated dump trailer to be pulled behind
crawler. It must be capable of hauling at least 2,000 pounds of gravel
or rocks. The total width of the trailer must not exceed 48 inches and
the length of the trailer bed must be at least 48 inches. Total height
should not exceed 42 inches and overall length, including tongue,
should not exceed 80 inches. The wheels should be suitable for use on
rough trails and may be either single or double-truck wheels. It should
be designed for easy pulling behind crawler. The crawler must come with
a suitable trailer for its transport. The trailer must be certified for
14,680 pounds GVW, 96" max. OD, pull tongue type with tongue weight of
2,000 pounds. The trailer must be equipped with a suitable utility box
mounted on thetrailer.The standard warranty shall be 12 months on
parts, 6 months on labor.The contractor shall be responsible for
shipping equipment FOB destination to the customer at the Mount Rogers
National Recreation Area, 3714 Highway 16, Marion, Virginia 24354
within 30 days after receipt of order. All freight charges are to be
included in the unit price of the equipment. Inspection and acceptance
will be completed by the receiving activity. Contractor shall notify
receiving activity at least 48 hours in advance of the delivery.
Contractor shall provide standard commercial manuals for equipment;
manuals shall be delivered with the equipment. Provision 52.212-1,
Instructions to Offerors -- Commercial Items, applies to this
acquisition. Under this provision the statement in the second sentence
of paragraph (a) is to read "Item 17 of the CBD combined
synopsis/solicitation" rather than "Block 10 of the solicitation cover
sheet (SF 1449)". The second sentence of paragraph (b) and the first
sentence of paragraph (b)(11) should read SF 18 rather than SF 1449.
The government intends to make a single award to the responsible
offeror whose offer is the most advantageous to the government
considering price and price-related factors. Provision 52.212-2,
Evaluation -- Commercial Items, applies with paragraph (a) completed as
follows: Award will be made to the offeror that meets the
solicitation's criteria for technical acceptability, price and past
performance. To be determined technically acceptable the offeror must
furnish product literature that demonstrates the products offered meets
all requirements stated in the above purchase descriptions. Clause
52.212-4, Contract Terms and Conditions -- Commercial Items applies to
this acquisition; there are no addenda. Offerors are required to
complete and include a copy of the following with their offers: FAR

Items; FAR 52.219- 1, Small Business Program Representations; FAR
52.222-22, Previous Contracts and Compliance Reports and FAR 52.225-1,
Buy American Certificate. The clause at 52.212-5, Contract Terms and

Commercial Items applies with the following applicable clauses for
