All costs involved with the production and distribution of the Civilian Enterprise newspaper are borne by the civilian printer. The Civilian Enterprise publisher shall sell advertising to (1) cover all costs for publications and distribution and (2) to secure earnings. The Civilian Enterprise publisher shall provide all personnel, equipment, labor, supplies, tools, materials, supervision and other items necessary to assemble, print and deliver a minimum of 5,000 copies per month. Each edition shall contain a minimum of 20 pages and shall not exceed 40 pages. Distribution shall be made to sailors (on board ships, in area government housing), government civilians, retirees and families of the command.
