Notice of intent to negotiate a SOLE SOURCE contract with Jacobs Engineering Group, Inc. to provide geohydrological modeling and evaluation services in support of the ERD's South Valley Superfund Site activities. 1) Develop a transient groundwater model in order to trace the evolution of contaminant plumes. 2) Create three-dimensional representations of contaminant distributions from data contained in the Jacobs database. Create particle seed files in which each particle represents an equivalent volume of aquifer with mass based on the interpolated contaminant concentration. Jacobs Engineering Group, Inc. has extensive experience and knowledge of south valley hydrology and contamination and is the only source that can provide the services required. The Department of Energy intends to solicit and negotiate with only one source under authority of FAR 6.302. No other sources will be considered. Requests for solicitation will not be honored.
