develop an assessment of potential policy options that would lead to
additional cost-effective actions to lower greenhouse gas emissions in
the iron and steel industry that would not otherwise result from
current policies and practices. This effort will support the continuing
dialog between the iron and steel industry and several government
agencies including the U.S. Department of Energy, U.S. Environmental
Protection Agency and the U.S. Department of Commerce to discuss
opportunities to increase the productivity of iron and steel operations
while simultaneously reducing greenhouse gas emissions. The
identification of key barriers to the acceleration of energy efficiency
improvements in this industry is a key step. This study will identify
and then analyze the potential impediments that could lead to under
investment by the iron and steel industry in measures to minimize these
impediments by reducing disincentives or providing new incentives or
