The Space and Naval Warfare Systems Command (SPAWAR) is seeking sources to provide Fixed Surveillance Systems (FSS) Integrated Undersea Surveillance Systems (IUSS) Engineering Services. The work requires experience in: (1) Engineering services and studies for the Fixed Distributed System (FDS), Surveillance Direction System (SDS), Shore Signal and Information Processing System (SSIPS), and Sound Surveillance System (SOSUS); (2) IUSS Systems Installations; (3) IUSS Systems Operation; (4) IUSS Systems Maintenance; (5) IUSS Life cycle support; and (6) Integration and interface of IUSS FSS with other surveillance systems such as the Surveillance Towed Array Sensor System (SURTASS) and the Advanced Deployable System (ADS). All personnel providing support must have or be able to obtain a Secret or Top Secret clearance. The offeror must have the infrastructure and work force to support operations worldwide. The offeror must have or be able to obtain a facility clearance and possess classified storage space for classified documents up the Top Secret level. SPAWAR is particularly interested in knowing if there are any small businesses, which feel they are capable of meeting this requirement. The SIC Code for this procurement is 8711. Small businesses and 8(a)'s interested in restricting this procurement should submit capability statements by 27 January 2000. Should insufficient qualified small businesses or 8(a)'s be identified, SPAWAR plans to proceed with a full and open competition without further announcement.
