Officer, Francine.Q.Bland@afg.noaa.gov. The Department of Commerce,
Bureau of Export Administration is in the process of redesigning a
major mission critical information system to support export control and
enforcement business processes. DoC/NOAA intends to negotiate with
Sharp Informatics on a sole source basis for the continuation to
conduct modeling and model validation. The period of performance will
be for a base year and two option years. Sharp Informatics has provided
unique expertise in the area of model validation with an established,
defined and rigorous approach for validating requirements in an
information model. This notice is not a request for competitive
proposals. However, interested parties may submit to the POC an
experience statement for conducting analyses by addressing how their
process meets the following conditions: 1. It should provide for a way
to deal with the inability of domain subject matter experts (SME) to
be effective in mastering the knowledge in graphical information models
that typically contain a condensed, abstract form of the subject area
knowledge. The procedure should provide the ability for the SME to
understand the rules described in the information model in a natural
way that doesn't require the SME's to possess modeling skills. 2. It
should remove the barrier between the information technology
professionals (the analyst eliciting requirements) and domain SME when
the presentation of knowledge is expressed in a formal modeling
syntax. 3. It should explain the technical specifications in such a way
as to make the subject matter expert, not the analyst, capable of
precisely validating the design so that the SME can provide the
accountability for the resulting application. 4. It should provide a
robust methodology for guarantying that the SME has been asked the
necessary questions to ensure model validation using procedures that
are independent of an analyst's individual modeling expertise.
Responses received in accordance with Note 22 will be considered by the
