award up to four (4), Remedial Action Service/Construction Indefinite
Delivery Contracts. These four (4) contracts will be utilized for work
assigned to the United States Army Corps of Engineers North Western
Division (CENWD), including work in support of customers within the
mission of the Kansas City District. This includes geographical
boundaries of the U.S. Environmental Protection Agency Region II (New
York, New Jersey, the Commonwealth of Puerto Rico, the United States
Virgin Islands and Native American Tribes or Nations located in these
jurisdictions). NO PREPROPOSAL CONFERENCE WILL BE HELD. The
Cost-Reimbursable/Firm Fixed Price Multiple Award Contracts will be for
a one-year base period with four (4) one-year options. The contracts
will have a joint total acquisition value of $300 Million. No Task
Order limit exists except for the joint maximum acquisition value less
minimum guarantee. The maximum of four (4) contracts will be awarded
to different Contractors. Task Orders may be awarded on the subjective
determination of the Contracting Officer based on past performance on
the first and/or any other preceding task orders under these
contracts. Pre-determined selection criteria, such as competition based
on price and past performance will be used in issuing Task Orders and
providing the contractors a fair opportunity to be considered for each
Task Order. Task Orders will be awarded to the contractor with the
lowest priced, responsive, and responsible bid. The contracts to be
awarded may require personnel, plant, and equipment to provide a wide
range of services relating to the support of Kansas City District's and
NWD boundaries Hazardous Toxic, and Radioactive Waste (HTRW) Program.
This program supports the Department of Defense (DoD), Defense
Environmental Restoration Program, Base Realignment and Closure
Programs, the Environmental Protection Agency's Super Fund Program and
other federal agency environmental programs. Projects could be civil
or military in nature and range. Work may be on Superfund National
Priority List (NPL) sites, military installations, other Government
Property, and various other locations. Evaluations and award of the
solicitation will be based on the evaluation criteria stated in the
Request For Proposal (RFP). Solicitation packages will be available on
or about January 28, 2000, with the proposals being due on or about
March 14, 2000 at 3:00 p.m. CDST. Solicitation packages will be
available only on CD ROM, and are free of charge. SOLICITATION PACKAGES
ARE LIMITED TO ONE PER COMPANY. All interested parties shall provide a

SPECIAL MAILING OR HANDLING INSTRUCTIONS WILL BE ACCEPTED. The CD ROM
solicitation packages will also be available for review at local SBA
offices in Missouri, Kansas, Nebraska, Washington, New York, New
Jersey, the Commonwealth of Puerto Rico, and the U.S. Virgin Islands.
