Vicksburg District Army Corps of Engineers to procure the services of
security specialists to provide security related functions such as
Physical Security; Personnel Security; and Industrial Security and
Investigators who will provide preliminary investigations of incidents
and criminal activity. The investigators will investigate suspected or
alleged offenses and/or incidents involving US Army Corps of Engineers
military or civilian personnel or property. Investigative support may
also be provided to other federal agencies which have agreements with
the US Army Corps of Engineers, for such services. The investigation
will determine if a violation of law, lawful order, regulation, or
directive has occurred. Contract personnel will work with and provide
assistance as necessary, to federal agencies as: the US Army Criminal
Investigations Command; the US Department of Labor, Office of the
Inspector General (DoL-OIG); and the US Department of Justice.
Contractor personnel will not detain, apprehend, or arrest any person
in the performance of their duties under this contract. The contract
period will be for a base year and four option years. To receive award,
the offeror, or the company officer within the offeror's business who
will be in charge of this contract for the contractor, must have
performed in a successful business, which has provided security
specialist and criminal investigative services to the federal
government a minimum of three years. This experience must include
preparing criminal cases and testifying before grand juries and courts
at the federal level. Some of this experience, but not all, must be
within the five year period, immediately prior to award of this
contract. Selection of a contractor will be made by an integrated
assessment of the proposals submitted. The integrated assessment will
involve a determination by the Government of the overall merit of each
offeror's proposal. All offeror's proposals will be comprised of a
technical and cost proposal. The technical proposal will be evaluated
for management capability, personnel experience/qualifications and firm
experience/past performance and assigned a numerical score. This
evaluation will be accomplished without reference to cost. Cost
proposals will not be scored, but will be evaluated for reasonableness
by cost/price analysis. The total estimated contract cost, to include
the base year and four option years, will be considered as an
independent element from the technical proposal. Cost proposals will be
reviewed for completeness, credibility and compatibility with the
technical proposal. Award will be made to the offeror whose offer
conforms to the solicitation and has been evaluated as most
advantageous to the government considering all factors including
management capability, personnel experience/qualifications, firm
experience/past performance and cost. See Note 1. All responsible
