Richard, 301-443-0687 The Health Resources and Services Administration (HRSA) intends to negotiate, on a sole source basis with Conocer, Inc., 726 Front Street, Louisville, Colorado 80027, for a contract for the "Office of State and National Partnerships." This is a notice of intent, not a request for competitive proposals. In order for the "Office of State and National Partnerships Skills Building and Technical Assistance Services" program to be successful, specific skills building and technical assistance services must be provided to State primary care offices (PCOs) and State/Regional primary care associations (PCAs) to help them improve their community development and outreach and enrollment capabilities and build integrated and enhanced health care delivery systems for underserved populations. The decision to award the contract to Conocer is based on the unique capabilities that Conocer has developed and its understanding of and experience with the capacities of various types of PCAs and PCOs. In addition, Conocer has extensive experience with coaching and facilitating diverse community groups, proven techniques for sharing learning, extensive community and state media and campaign development expertise, as well as direct working relationships with PCA/PCOs. Therefore, the Government has determined that Conocer is the only central source having the experience and expertise necessary to provide the work and services required under this contract.
