The objective of this sixty (60) month effort is to provide system engineering for the Joint Integration Test Facility (JITF) Program Office, located at Rome Research Site, in support of DoD Intelligence Information System (DoDIIS) and the U.S. Intelligence Community. This requirement includes continuation of the Intelligence Mission Application (IMA) certification process, transition of the DoDIIS infrastructure to the Defense Information Infrastructure-Common Operating Environment (DII COE), technical support to user sites, and Program Management Offices (PMOs), and implementation of the DoDIIS Instructions. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
