Development (HUD) plans to issue a Request for Proposals for contractor
services to assist the Department in performing monitoring and
enforcement of the Federally Preemptive Manufactured Housing Program
and to provide monitoring of the Production Inspection Primary
Inspection Agency (IPIA) and the 36 participating State Administrative
Agencies (SAAs). The IPIA monitoring task will require a contractor to
observe the performance of third party inspection agencies that perform
in-plant inspections of each manufactured home under construction as
well as assisting HUD in evaluating an IPIA's performance in order to
allow it to remain certified to participate in this program as a third
party inspection entity. It also evaluates the manufacturing
facilities quality control procedures to assure that the IPIA is
performing at a satisfactory level. The SAA task involves the
monitoring and evaluation of the 36 participating SAAs. The period of
performance is two years with two (2) one-year option periods. This
Procurement Action will be solicited as an unrestricted, full and open
competition. The Request for Proposal release date will be on or about
January 28, 2000. Offerors may obtain a copy of the solicitation from
the HUD Internet Contracting Opportunities Home Page or by submitting
a written request to the Contracting Officer. No telephone requests
will be accepted. All responsible sources may submit a proposal which
shall be considered by the agency. It is anticipated that an award will
be made on or about May 10, 2000, based on the Best Value to the
Government. HUD posts all required notices of its contracting
opportunities on the HUD Internet Contracting Opportunities Home Page
site as indicated at the end of this notice. Potential Offerors who
download copies of the solicitation from HUD's Home Page will NOT
automatically receive any amendments to the solicitation. Offerors are
advised to check frequently to see if HUD has issued any amendments to

downloaded from, HUD's Home Page for Contracting Opportunities site.
