This United States Air Force (USAF) Presolicitation Notice identifies
a requirement based on the Defense Reform Initiative Directive (DRID)
#49, dated 23 DEC 98. The DRI requires all DoD utility systems
(electric, water, wastewater, and natural gas) be privatized by 30 Sep
2003, except those needed for unique security reasons or when
privatization is uneconomical. The resulting contract(s), if awarded,
will require the Contractor(s) to furnish all facilities, labor,
materials, tools, and equipment necessary to own, maintain and operate,
and accept full liability for the Cape Canaveral Air Station
wastewater, and water utility distribution/collection system(s). The
Contractor(s) will be required to manage the maintenance, repairs,
replacement, etc., of the system(s) to ensure continuous, adequate,
reliable, and dependable service is distributed to each Government or
tenant connection within the service premises. The Contractor(s) will
be responsible for funding all capital investments required to acquire,
maintain and operate the utility system(s) in a safe, reliable
condition and to meet the requirements listed in the contract. The
Contractor(s) will assume ownership of all system(s) infrastructure and
all downstream distribution and collection systems. Real property
interests will be conveyed in the form of Rights-of-Way (ROW)
(Attachments to the RFP.). The utility system(s) will be conveyed via
a Bill of Sale upon award of the contract. The Contractor_s proposals
and plans may become a part of the contract upon the decision to award.
The RFP will be available at EPS Website: www.eps.gov on or about 25
Jan 2000. The RFP, including all available attachments, appendices, and
related information, is available only through that address. The
anticipated date for Receipt of Proposals is 25 May 2000. The
Government anticipates awarding a Fixed Price-Prospective
Redetermination Utility Service 25-year contract(s). Statement of
Qualifications (SOQ_s) and Past Performance information from potential
offerors shall be submitted as directed in the RFP. This information
will be required shortly after release of the RFP and prior to receipt
of proposals. Offerors will be notified within approximately 10
working days of receipt of Statements of Qualifications of their
qualification status. However, no offeror will be denied the
opportunity to submit a proposal in response to the RFP. This
acquisition is unrestricted. The SIC Code is 4939 and annual size
standard is $5,000,000. Large businesses are required to submit a
subcontracting plan that meets the requirements of FAR 52.219-9 and
DFARS 219.705-4. Questions on the RFP shall be submitted electronically
