POC, jhylan@ndia.org. The purpose of this Symposium is to thoughtfully
consider the "Technological and Operational Reality for Conflict in
the New Millennium" and determine what capabilities our forces engaging
in Special Operations and Low Intensity Conflict will require to meet
what will likely be their much expanded role. The operational reality
for future conflict within the span of the next QDR and probably for
some years beyond will follow the models of conflict demonstrated in
the Balkans, Somalia, Chechnya, and Viet Nam, not Desert Storm. The
predictable warfare future will have a definite SO/LIC character and
embrace the many "activities" frequently included in the definition of
SO/LIC. In fact, this Symposium will attempt to provide a better
understanding of SO/LIC and identify the forces of choice in such
warfare and how to optimize their capabilities. The issue of
technological balance will be addressed. There is concern in many
quarters that our requirements process and research and development
programs are over-sophisticating the "stuff" that our troops need and
continue to produce equipment and systems not appropriately suited for
the most likely warfare of the future. This dilemma must be resolved
-- we must recognize that there are technological realities to be
faced. Our superb defense industry needs better guidance so that their
contributions will be more effective -- that their efforts are clearly
based on recognized national security requirements and that such is
assured by closer interaction with the military user. Partnership with
Industry must be more than just a slogan or a goal. It must be an
