Sole source procurement to ARMTEC Defense Products Co., 85-901 Avenue 53, Coachella, CA 92236 for the production of M231 Combustible Case Assemblies for the 155mm Modular Artillery Charge System (MACS). Production quantity of three hundred eighty five thousand four hundred forty (385,440) M231 combustible case assemblies in support of the MACS production phase of the Crusader program. The Government anticipates awarding a firm fixed price requirements type contract. Period of performance is twelve (12) months. Quantities required to be delivered per month are estimated at thirty-three thousand (33,000) starting sixty (60) days after contract award. The compositions of the M231 combustible case are mainly nitrocellulose and fiber. The manufacturing process involves the processing of energetic materials (class 4.1C flammable solid) on steam heated molding dies. Molding preforms are made from aqueous slurry of fibers and resin using a technique known as the "Beater Additive Process". The Department of Defense has listed the MACS propelling charge increments as a Critical Technology Element on the Militarily Critical Technologies List. As a critical technology, MACS technical data is restricted by the Arms Export Control Act. Therefore, all technical data is marked with Limited Distribution Statement F in accordance with DOD Directive 5230.25: Further dissemination only as directed by Production Branch, AMSTA-AR-WEE-B, Picatinny Arsenal, N.J. 07806-5000 (Mar 96) or higher DOD authority.
