The U.S. Army TACOM-ARDEC intends to place a five year multiyear contract sole source to Primex Technologies to manufacture spheroidal propellant for use in M231 and XM232 MACS propelling charges. Quantities will be FY00: 25,000 pounds, FY01: 26,000 pounds, FY02: 47,000 pounds, FY03: 62,500 pounds, FY04: 47,000 pounds. The composition of the propellant shall consist of mainly energetic materials such as nitrocellulose, nitroglycerin and diphenylamine. Delivery of the item must start 90 days after contract award. The Modular Artillery Charge System (MACS) and its components are on the Militarily Critical Technologies List (MCTL), Aug 1996. Therefore, the MACS TDP is restricted by the Arms Export Control Act (Title 22, U.S.C. Sec 2751) and is subject to DoD Directives 5230.24 and 5230.25. See numbered Notes 22 and 26.
