McBride, (215) 656-6917 or Ernest Savoy, (215) 656-6913 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as an Invitation for Bid (IFB). The incorporated provisions and clauses for this solicitation are those in effect through Federal Acquisition Circular (FAC) Number 97-14. This acquisition is NOT set-aside and is open to all interested parties. The Standard Industrial Classification (SIC)Code for this project is 3731 with a small business size standard of 1000 people. REQUIREMENTS: The U.S. Army Corps of Engineers, Philadelphia District, intends to award a firm, fixed priced contract from Solicitation Number DACW61-00-B-0009 to acquire all the necessary labor, parts, materials and services required to overhaul and rebuild 36 total units of ALCO Diesel Engine wide cam fuel pump support assemblies with crosshead lifters as specified herein to include packaging and markings. The complete work is to be delivered to Fort Mifflin Distribution Center, U.S. Army Reservation, Fort Mifflin, Philadelphia, Pennsylvania 19153. All responses must include a physical address, telephone number, fax number, DUNS number, cage code, tax identification code, point of contact and size of business. INTENT: It is the intent of this request to have 36 wide cam style fuel pump support assemblies with cross heads, cleaned, examined, repaired and reassembled using new genuine FM/ALCO parts. All units shall be made ready for immediate installation, and be packaged and marked as specified herein. Contractor shall be responsible for all pick up and delivery charges. SCOPE: The Corps of Engineers shall provide to the successful contractor, 36 ALCO style wide cam fuel pump support castings, which have been previously disassembled to the basic casting. Upon receipt of the castings the contractor shall thoroughly clean the units either by sand or water blasting, or dipping in a solvent solution. If sand blasting is chosen then the castings shall be flushed with a solution to remove all sand residue. The casting shall be checked for cracks, breaks, defects and wear. Any casting not meeting the criteria for re-buildability shall be identified, marked, tagged and set aside. The government shall be furnished a written report explaining what problems exists and why the units cannot be rebuilt. At this time the government may choose to send additional units to the contractor, at no additional cost to the contractor. Once the casting have been cleaned and examined the contractor shall prepare the castings for refurbishing in accordance with FM/ALCO requirements and specifications. The contractor shall provide and install all new genuine OEM ALCO parts, as specified. Aftermarket parts such as Preco are not acceptable. The contractor must verify in writing to the government before commencing any work, thatall parts, except for hardware items, used in the repairs shall be genuine ALCO. The final product to be furnished the government shall be FM/ALCO P/N 23202410, to include the perimeter gasket which is to be tied to each finished casting. All finished castings shall be set up for immediate installation. It is the desire of the government to have at a minimum the following parts installed on the finished castings, and as detailed in DRP 14429E. The government is furnishing the parts numbers available at this time, for the parts required. It is the contractors responsibility to adjust or correct any superceded or misprinted part numbers using the most current DRP 14429E publication available as a reference. The contractor shall furnish all parts required to complete the assemblies, and the parts may not be limited to just those listed below, to furnish a complete unit under part number 2320410 "Fuel Pump Support w/crossheads and lifters". All hardware not listed, such as cotter pins, grease fitting cap screws, washers and etc., as applicable. All components and parts shall be assembled to the castings. All adjustments spacing, and clearances shall be in accordance with FM/ALCO requirements. All loose parts that cannot be permanently affixed, being needed at time of installation at time of assembly to other major engine components shall be tied, taped, or put into packages and attached to the castings. Upon completion of the assembled unit a separate quality assurance person shall check and verity that all adjustments and clearance have been accomplished and shall be certified. Each assembled unit shall be marked as been checked and certified and shall be followed up by written certification for all units. Once all adjustments and verifications have been completed each unit shall be given a protective coating of a light lubricant then wrapped in either moisture proof or barrier type paper or wrapping. PACKAGING: The contractor shall, upon completion of all wrapping, pack the assemblies into heavy-duty solidly enclosed wooden crates. Crates can either contain six (6) or twelve (12) units per crate. Wooden spacers and dividers shall section off the various layers or levels for the finished and wrapped castings, if the contractor chooses to use a multi-level stacking within the crate. It is critical that the finished casting does not ride directly on top or rub the other castings while in transit. The wooden crates shall be constructed of inch exterior grade plywood, with nominal two-inch thick material for chocking-blocking-supporting. The nominal 4-inch x 4-inch material for skids or runners. Lids shall be secured with wood screws or lag bolts, to allow periodic inspection and reuse. The government will furnish the contractor well built heavy-duty crates for the majority of the assemblies being provided for repairs. If suitable and adaptable, the contractor may utilize these crates for the finished product provided that the requirement modifications are completed to provide the government it's desired finished package. MARKINGS: Each crate shall be stenciled in at least 1-inch lettering and numbers with the following information, and shall be stenciled on the lid and two long sides of the crates. Spares Designation Number (which is) MD-09-05-20; Alco Part Number for Finished Assembly (should be) 23202410; Contract Number (DACW61-00-C-____); Nomenclature (example: Alco Fuel Pump Support Casting Wide Cam Complete; Quantity and Gross Weight of Each Package (To be determined by contractor and specifications). All contractors are advised that the following clauses/provisions applies to this acquisition: 52.212-1, Instructions to Offerors Commercial 52.212-3, Offeror Representations, and Certifications Commercial Items; 52.212-4 Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders Commercial Items.
