The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-14. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. This procurement is for correction of frequency synthesizer test program set deficiencies for the AN/FPS 124 radar automated test equipment, potentially in conjunction with the OEM Condor Systems for reverse engineering activities. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302.
