negotiate on a sole source basis with Performance Review Institute
(PRI) for a 5 year contract to support the Army's qualification and
standardization of automotive engine and gear lubricants. The
contractor shall form a committee to support TACOM's Fuels and
Lubricants Technology Team in the evaluation of test data of candidate
materials and to make a recommendation as to the acceptability of the
candidate oils with regard to good lubrication practices and equipment
needs. The contract will: 1) support Army qualification and
standardization of automotive engine and gear lubricants, 2) assess the
applicability of new automotive additive materials and commercial
lubricants for utilization in Military equipment. The effort includes:
a) the evaluation of test data of candidate materials and a
recommendation as to the acceptability of the materials for
qualification with regard to good lubrication practices and equipment
needs, b) assessment of data generated in standardization programs
interchange and laboratory-field correlation programs. Military
lubricant specifications are designed around a series of performance
tests that have been developed under the sponsorship of individual
equipment manufacturers and the Department of Defense (DoD) with the
assistance of the lubrication industry. The tests are cooperatively
maintained by the test sponsors, lubricant industry and associate
organizations. This must be accomplished within a framework which will
protect the proprietary data and information submitted in support of
the Military qualification and /or use of the candidate material. SEE
