USA CECOM Acquisition Center-Washington, in support of the Product
Manager Counterintelligence/Human Intelligence (CI/HUMINT) Management
Systems, is soliciting proposals to develop software and provide
support for CI/HUMINT Automated Management Software (CHAMS) running on
the Counterintelligence and Interrogation (CI&I) Operations
Workstation (Ops WS). A reduced subset of CHAMS functionality is
intended to run on the Counterintelligence/Human Intelligence
(CI/HUMINT) Automated Tool Set (CHATS). A further reduced subset is
intended to run on the Individual Tactical Reporting Tool (ITRT).
Background. The AN/PYQ-3(V) CHATS system has been developed and
fielding to the US Army is almost completed. CI/HUMINT Utilities
Software V2.X represents the current Software Baseline to this system.
The ITRT is in the process of being procured and fielded. Initially,
this device will be fielded without any unique CI/HUMINT related
software functionality. Government Furnished Equipment/Software
(GFE/GFS). GFE/GFS includes (a) CI/HUMINT Utilities Software (Source
and executable code) on magnetic media, (b) AN/PYQ-3(V) CHATS System,
(c) ITRT, (d) COTS licenses to operate the baseline software, (e)
CI/HUMINT Utilities Version Description Document (VDD), (f) CI/HUMINT
Utilities Software Users Manual (SUM), (g) User Functional Description
(UFD) for CI/HUMINT (part of ASAS Operational Requirements Document
(ORD), (h) prioritized listing of UFD software requirements, (I)
Defense Counter Intelligence Information System (DCIIS) info. SCOPE:
The work is divided into three distinct tasks: (1) System Segment
Specifications (SSS) development for AN/PYQ-3(V) using the CI/HUMINT
UFD, VDD, SUM and the existing CI/HUMINT Utilities. System Segment
Specifications (SSS) development for ITRT and CI&I Operations
Workstation (Ops WS)using CI/HUMINT UFD. (2) Software Requirements
Specifications (SRS) development for CHATS, ITRT and CI&I Operations
Workstation using the SSS. (3) CHAMS software development, integration
and testing IAW the SSS and SRS for CHATS, ITRT and CI&I (Ops Ws). The
CHAMS software (S/W) shall consist of the developed S/W and the S/W
commercial baseline. The target operating system (OS) for the CHAMS S/W
is Windows 2000 Professional which will be the OS for both the CI&I Ops
WS and CHATS. Additionally, the contractor will maintain and enhance
CHAMS S/W after fielding, perform Configuration Management of CHAMS
S/W, maintain and support the existing CI/HUMINT Utilities support in
the fielded AN/PYQ-3 (V) CHATS system until the CHAMS S/W fully
replaces it, and provide on-site (CONUS) and OCONUS support of the
developed S/W. Sites are To Be Determined (TBD). Training consists of
development of a S/W training program that provides maximum utility to
the gaining units' communications, IEW management and intelligence
production and dissemination. Contractor developed training courses for
the All Source Analysis System (ASAS) is for individual operators,
software maintainers, and supervisor functions as they apply to unit,
section, subsystem, and system objectives. The performance period is a
base year with four renewable option years. The basis for evaluation
is best value considering technical, past performance and cost. The
Government anticipates awarding a hybrid Cost Plus Fixed Fee (CPFF)
contract with Indefinite Delivery Indefinite Quantity (IDIQ)type
