Department of the Treasury, Departmental Offices, Procurement Service

Washington, DC 20220, intends to issue a combined synopsis/solicitation
in accordance with Federal Acquisition Regulation 12.6, as supplemented
with additional information included in this notice for commercial
items contract on a sole source basis to CRM Solutions, 467 Long Meadow
Lane, Longwood, FL 32779 for a beta software package, known as the Site
Data System (SDS). This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. Request for proposal number is A-00-0010. The incorporated
clauses are those in effect through Federal Acquisition Circular 14.
This solicitation is open to any responsible and responsive vendor. SIC
code is 7371. I. Background -- The Site Data System (SDS) is an
application that represents the databases and software to create,
retrieve, and modify information that describes Radio Antenna Sites
(Sites) for the Treasury Department (Treasury) and its Bureaus. On
October 1, 1999, a BETA version of SDS was provided as a deliverable
product in direct support of the Department of the Treasury's Wireless
Program Management Office (WPMO). This BETA version allows for the
creation, retrieval, and modification of the following Site
information: Location, Contacts, Plots, Notes, Lease, Circuits,
Frequencies, Shops, and Inventory. Enhancement and expansion of the
BETA SDS framework is required to support the management of the
Frequency and Inventory processes for the Sites Module which will lead
toward accomplishment of the desired goals of centralized inventory
management and coordination at the Department of the Treasury.
Frequency Management includes the databases, screens, and program
execution to create and manage bureau requests for new frequencies,
requests to modify existing frequency assignments, and to support the
enforcement of scheduled audits. Inventory Management includes the
databases, screens, and program execution to create, move, retrieve,
and analyze the current radio and support equipment technologies
implemented at the various Bureau Sites. II. Purpose and Objectives --
The purpose of this effort is to implement the BETA version of the SDS
at all applicable bureaus and the WPMO within the Department of the
Treasury, and to enhance and modify the SDS to meet Treasury mission
requirements for inventory and frequency management as outlined in this
work statement. The specific objectives are listed as follows: 1. To
provide add, edit, delete, and query capabilities for all SDS modules
to include Frequency and Inventory. 2. To provide a print utility to
produce hardcopies of the data records as well to generate module
templates for off-line data gathering. 3. To provide a generic e-mail
capability to send messages for notification of work-in-progress,
completed work, etc. 4. To provide high-level data security support.
Technologies and Architecture: SDS will be written for a Windows NT
platform utilizing the Visual Basic 6.0 compiler, SQL 7.0 database, and
Microsoft Exchange 5.5. Binary program code will reside on remote
client machines that Treasury will provide. SQL 7.0 database server
Microsoft Exchange 5.5 mail server will reside at the U.S. Customs
National Law Enforcement Communications Center (NLECC). Treasury users
will dial into the NLECC network utilizing NLECC RAS technologies to
gain access to both database and mail servers. NLECC will provide all
required hardware and network access rights to allow Treasury users to
execute SDS. Generic Functionality: (1) All modules will share a
common capability to add and read supporting image files. These images
can be various graphics files such as scanned images and digital
photos. (2) All modules can print its entity's data. (3) Emails can be
generated from any module view. III. Scope of Work -- The contractor
shall provide basic task completion efforts throughout the planned life
of the implementation and enhancement phases of this effort beginning
on date of contract award going through the completion date of
September 30, 2000. The following tasks have been identified for this
effort following the technical approach from above. Phase 1 --
Enhancement: The contractor shall make the following
additions/enhancements to the current BETA version of the SDS system to
accommodate the frequency management and inventory requirements of the
Department of the Treasury: A. Frequency -- Task #1 -- Data
Requirements: Treasury will supply the data that SDS must capture to
manage Frequencies. The contractor shall modify SDS where necessary to
ensure that databases and screens exist to collect this information.
This initial data requirement will be derived using the Government
Master File (GMF) as a template. Task #2 -- Data Query and Retrieval:
The contractor shall enhance SDS where necessary to ensure that
Treasury can query SDS to retrieve information in a format that
supports the management of the Frequency Program. Task #3 -- JSMSs
Integration: The contractor shall enhance SDS to allow for direct or
indirect communication with Treasury WPMO's existing JSMSs system and
thus indirectly with the National Telecommunications and Information
Administration (NTIA) to avoid duplication of data entry. The
government will provide the contractor the file format used by NTIA for
transmission of Frequency action requests. Task #4 -- Workflow
Notification: The contractor shall enhance SDS to provide workflow
notification between the Bureaus and the Treasury WPMO. Actions will be
received into user inboxes providing the necessary notification that
work is to be done. The contractor shall work with the Department of
the Treasury to determine all notification requirements needed to run
the Frequency Program. Some candidate work action items include: New
Request, Modification Request, NTIA Transmission Status, 5-Year Audit
Notification, Frequency Renewals etc_ B. Inventory -- Task #5 -- Data
Requirements: Treasury WPMO will supplythe contractor with the data
that SDS must capture to manage Site related Inventory. The contractor
shall modify SDS where necessary to ensure that databases and screens
exist to collect this information. Task #6 -- Data Query and
Retrieval: The contractor shall enhance SDS where necessary to ensure
that Treasury SDS users can query SDS to retrieve information in a
format that supports the management of the Site Inventory across all
Bureaus. Phase 2 -- Implementation Task #7 -- Upgrade: The contractor
shall install the upgraded version of SDS application in specified
government provided computer platform(s) at each of the following
bureaus in the Metropolitan Washington, DC area: Bureau of Alcohol,
Tobacco and Firearms, United States Secret Service, Internal Revenue
Service, Treasury Inspector General for Tax Administration, Bureau of
the Mint, Bureau of Engraving and Printing. In addition, the contractor
shall install the SDS application in government provided computer(s) at
the Federal Law Enforcement Training Center in Glynco, Georgia and at
the United States Customs Service in Orlando, Florida. Task #8 -- Data
Migration: The resulting database structures and Inventory screens
will form the initial platform for Bureau users to manage Inventory.
The contractor shall support Bureaus in the migration of legacy data
into this platform. The contractor shall make minor modification to
Inventory screens and processing in support of certain unique Bureau
requirements that do not require major revisions to the required
Treasury platform. Task #9 -- Training: The contractor shall provide a
"Train the Trainer" class for all Department of the Treasury bureaus
participating in the SDS program (maximum attendance -- 15 students).
The training class shall include instruction on but not be limited to
all data fields, screens, modules, data entry, reports, printing and
operational procedures. General -- SDS Offline Support: The contractor
shall enhance SDS to allow field users to work offline. This will
allow users who visit remote Sites to enter required SDS data into
offline computers. The users can then, at a later time, connect to the
host server and synchronize their entries. Software Maintenance and
Support. The contractor shall provide software support for SDS. The
scope of the support shall include software enhancements, refinements,
software performance analyses, code architecture, implementation
issues, and trouble-shooting. IV. ESTIMATED SKILL REQUIREMENTS --
Software Analyst/Dev/Integr -- Task 1: 160 hr, Task 2: 240 hr, Task 3:
240 hr, Task 4: 480 hr, Task 5: 160 hr, Task 6: 160 hr, Task 7: 240
hr, Task 8: 240 hr, Task 9: 40 hr. Program Director -- Task 1, 2, 3, 4,
5, 6, 7, & 9 40 hrs. each and Task 8: 80 hrs. Duration: 12 months from
contract award. Travel: The contractor shall be required to meet with
Treasury personnel in two (2) geographical locations to brief on
progress as well as provide updates and demonstrations on application
enhancements/changes that take place throughout the duration of this
task. Travel destinations are Washington DC, and Orlando, Florida.
There will be a minimum of two (2), two-day meetings in each location
that will require one contractor representative to be in attendance. V.
Deliverables -- 1. All software (excluding Proprietary Software) shall
be provided to the Department of the Treasury and will be developed in
Visual Basic 6.0 programming language. SQL 7.0 shall provide database
management. 2. One (1) Perpetual license for Treasury and each of the
participating bureaus. The following FAR Clauses are applicable to this

Funds, 52.217-8 Option to Extend Services, 52.217-9, Option to Extend
the Terms ofthe Contract. Although the Department of the Treasury
anticipates making a sole source award to CRM Solutions, all proposals
that are received by 4:00 PM EST on January 24, 2000 shall be
