issue a Request for Quotation (RFQ) for a Versa Module Eurocard (VME)
Digital Signal Processor for the Automation, Robotics and Simulation
Division's Dexterous Manipulator Trainer (DMT). The DMT requires
real-time floating point processing power capability to perform the
algorithms necessary for control of a six degree of freedom hydraulic
manipulator and simulate the Space Station Special Purpose Dexterous
Manipulator. Requirements: four TMS320C6701 floating point 167
megahertz processors residing as bus masters on the VME bus providing
A32 addressing and D16 data access; at least 16 megabytes random access
memory; at least 256 kilobytes random access memory accessible from the
VME bus; data transfer rates greater than 100 megabytes per second; VME
memory-mapped host port for all processors; J-TAG controller for
download and debug of code through VME bus; development tools
compatible with VMIC 7588 processor board; and Windows NT/Texas
Instruments Code Composer development tools. This procurement is being
conducted under the Simplified Acquisition Procedures (SAP). NASA/JSC
intends to purchase the items from Cowboy Industries, Inc.,
Lewisville, Texas. Cowboy Industries is the only known source that can
provide a Digital Signal Processor which allows download through the
backplane with minimal hardware and software changes. The Government
intends to acquire a commercial item using FAR Part 12. Interested
organizations may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time on January 14, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
