engineering, test engineering, laboratory support, logistical support
and design; development; and prototype fabrication in support of both
Heavyweight and Lightweight Torpedo Programs supported by NUWCDIVNPT
Code 81. Anticipated tasks include: design, development, test and
fabrication of pre-production systems/subsystems/components utilized in
the development of new weapon support systems; evaluation of system
designs; system management and operations of the Life Cycle Support
Facility (LCSF) test equipment; software engineering support;
completion of preventative and corrective maintenance of LCSF Test
Equipment; develop, document, and present training programs for torpedo
weapon systems; design, conduct, and develop weapon system test and
evaluation plans. Contract type is ID/IQ with CPFF provisions.
Estimated level of effort is 467,365 hours over a five year period of
performance, projected to start in July 2000. "Key" labor categories
include: Program Manager; Software Engineer; Senior Field Engineer;
Software Specialist; Senior Engineer; and Laboratory Design Engineer I.
This effort represents a follow-on to two contracts, both competitively
awarded to Analysis & Technology, Inc. of North Stonington, CT-
N66604-95-D-A026 and N66604-95-D-A555. Offers are solicited on an
Unrestricted, Best Value basis, with technical criteria being:
Personnel; Technical Approach; and Past Performance. Only one award is
planned. Required Security Clearance level is Secret. The solicitation
is subject to FAR 52.222-49, "Service Contract Act -- Place of
Performance Unknown". Wage Determinations have been requested for Rhode
Island and Connecticut (excluding Hartford area). The Contracting
Officer will request additional Wage Determinations for any company
requesting one in writing by 2000 FEB 14. Our department no longer
