announcement posted December 22, 1999. The Marine Corps Systems Command
(MARCORSYSCOM) intends to pursue through full and open competition a
single award contract that will require a minimum of 20% subcontracting
for small; small disadvantaged; and women-owned small business to
provide engineering, acquisition, and technical assistance to the
Director, Ground Weapons (CBG). Additionally, the Marine Corps
Warfighting Lab (MCWL) intends to acquire engineering and analytical
support for experimental planning and operations; wargaming; and
advanced technology demonstrations that will chart the path for the
21st Century Marine Corps through the use of discrete task orders under
this same contract. Potential value of the total contract effort is in
excess of $50 million, inclusive of all options. Period of performance
is for one (1) base plus four (4) option years beginning 1Q/01, with an
estimated annual, sustaining level of effort of 60 man-years
(115,200-hrs). Task orders will be issued on an IDIQ basis, inclusive
of a fixed price sustaining base, reestablished with each option award,
and through discrete task orders established in response to emerging
requirements beyond the sustaining level. The contractor is required to
provide comprehensive engineering, analytical, acquisition, and
management services for a variety of ground weapons programs,
including: Infantry weapons, tanks and amphibious assault vehicles,
fire support and anti-armor systems, ammunition management, and
non-lethal weapons technologies. Each of the support areas will require
expertise with all facets of formal program acquisition; applied
analysis to support decision-making; business management; OSD-level and
Joint programs; systems engineering and design; acquisition logistics,
and software applications development. Special emphasis will focus on
business analysis, risk modeling, cost/performance assessments, and
procurement support. Government site workspaces will not be available
to support the sustaining effort and all work will be accomplished at
the contractor site. Discrete tasks may be accomplished on-site or at
the contractor site, as stipulated in the individual task orders. THE
