Atlantic Division, Naval Facilities Engineering Command intends to
acquire property management services for the 234 family housing units
located at the Portsmouth Naval Shipyard (PNSY) in Kittery, Maine.
Property management services required include tenant relations,
budgeting, building and grounds maintenance, capital improvements,
utilities monitoring, equipment and materials monitoring, and
information management and reporting. The contractor shall provide all
labor, supervision, management, tools, materials, equipment, parts,
supplies, transportation, scheduling, reporting functions and contract
quality control required to perform the property management services
for PNSY. This is a combination firm-fixed price/indefinite quantity
type contract plus award fee for a base period of one year with four
one year options to extend, total duration not-to-exceed sixty (60)
months. The procurement method is best value, price and other factors
considered, using source selection procedures. The proposed
solicitation is set-aside for small business award. The Standard
Industrial Code for this requirement is 6513 and the size standard is
$5,000,000. Specifications will be available on or about 24 January
2000 on a first-come, first-served basis. This solicitation will be
available in electronic format only. All documents will be in the Adobe
Acrobat PDF file format on CD-ROM. The free Adobe Acrobat Reader
required to view PDF files can be downloaded from the Adobe website. A
charge of $12.50 will be made for each CD. The solicitation will be
made available upon receipt of a written request and a non-refundable
check or money order paid to the order of the US Treasury. Written

Visit is scheduled for Wednesday, 9 February 2000. The pre-proposal
conference is expected to commence at 9:00 AM and will be held at the
Portsmouth Naval Shipyard in Kittery, Maine. The site visit will start
immediately following the conference and will end after a
representative sample of the housing units both on and off base and the
housing office have been viewed. Transportation will be provided from
the meeting site to the units. Technical and administrative personnel
will be available during the pre-proposal conference to discuss the
requirements and to answer questions that have been previously
submitted in writing. Written questions must be mailed to the

questions is 2 February 2000. To register for the pre-proposal

representatives per prospective offeror will be accepted to attend. All
responsible sources may submit an offer that will be considered. In
accordance with the provisions of DFARS 252.204-7004, REQUIRED CENTRAL
CONTRACTOR REGISTRATION, offerors must be registered in the Central
Contractor Registration (CCR) database. Lack of registration in the CCR
database on the part of anofferor will make an offeror ineligible for
