The Health Care Financing Administration (HCFA) is amending its solicitation for proposals for general Research, Analysis, Demonstration, and Survey Design Task Order (RADSTO) contracts. Five different "Specialty Areas" will be established under this contract. Each specialty area requires a different set of skills and expertise. Three specialty areas: Medicare Research & Demonstrations, Medicaid Research & Demonstrations and Policy Analysis will be offered for "full and open competition" in which organizations of all types/ sizes (for-profit and not-for-profit, private and public) may participate. Two specialty areas: Design and Conduct of Surveys and Analysis of Large Data Sets will be "Set Aside" for Small Business participation only.
