quotation under Request For Quotation number F41689-00-Q-0702 to
furnish training as outlined in the following Performance Work
Statement. This request is for informational planning purposes only and
is important for establishment of a realistic cost estimate. The
government does not intend to award a contract on the basis of this
solicitation, or otherwise pay for the information solicited except as
provided in subsection 31.205-18, bid and proposal (b&p) costs, of the
federal acquisition regulation. Identify any factors that would affect
the prices quoted, and specify equipment and technical data that would
be needed to support training (inclusive of stock number, part number,
noun description, T.O. numbers, description of manuals and software).
Also, specify whether said items would be Contractor or Government
furnished. For performance in overseas areas, please identify
logistical and administrative support required for your instructors.
Your quotation should arrive at the above address not later than COB,
31 Jan 00 and have a validity period of at least 180 days. This is the
minimum time required for processing by HQ USAF and review by the

652-3629. PERFORMANCE WORK STATEMENT 1. Scope a. Training and
technology transfer are required by the Turkish Air Force (TuAF) in
support of upgrading their F-16 Depot at Kayseri Air Base (2nd ASMC) in
Turkey. Proposed training and technology transfer will be Contractor,
Type 1, Special Training, procured by the Air Education and Training
Command (AFSAT/SM) and presented under the auspices of the Security
Assistance Training Program to a group of three (3) students made up of
Turkish Air Force Fuel System Engineers and Technicians. The TuAF
students will be trained on the overhaul procedures for the Fuel Flow
Proportioner WUC 46AFO. All instruction and technical information shall
be in the English language. Training is desired in the 1st quarter of
the calendar year 2000. b. Content of the courses shall include, but is
not limited to, the following: 1) Preparation of the LRU for overhaul
2) Clean and inspect the LRU for visible defects 3) Insure availability
of all necessary replacement parts and special tools 4) Overhaul the
LRU 5) Test the overhauled unit for proper operation on the fuel
component test bench 2. Training a. Training shall occur in Turkey at
the F-16 depot at 2nd ASMC as a two-phase process. Phase I training
will be oriented toward demonstration of the overhaul process by a
Contractor technician who will actually go through the entire overhaul
process accomplishing all the associated tasks while the Turkish fuel
system depot technicians and engineers observe each step of the
process. b. Training in Phase II will be oriented toward having one (1)
or more experienced TuAF fuel system depot technicians accomplish the
proportioner overhaul process under the supervision of the Contractor
technician/instructor. The instructor will only verbally assist in the
accomplishment of the LRU overhaul on no more than two (2) LRUs at a
time. c. The final objective of training will be achieved when the now
trained technicians accomplish the LRU overhaul without instructor
assistance and the final product is the successful bench test of the
overhauled proportioner according to the specifications of the overhaul
technical data. 3. Course Charts. Specific training objectives and
duration of each course and course charts are not required of the
contractor as the technical orders/repair checklists suffice as the
instructor lesson plans as well as the student_s handouts. 4. Student
Support/Prerequisites a. Student Prerequisites: (1) Students shall be
seven (7) level or equivalent technicians assigned appropriate duties.
(2) The student(s) will possess a minimum of 70 English Comprehension
Level (ECL), as documented by the TuAF through ODC/NAD-IT. No
requirement for translation during training will be required. The least
capable student will be expected to "understand spoken English and
fully comprehend technical manuals._ b. Student Housing: The contractor
shall not be required to provide housing for the students since they
live in the vicinity of the depot. c. Student Ground Transportation:
The contractor shall not have to provide transportation to and from the
training site as it should be right in and on the depot floor, the
normal work area for the students being training. d. Student Airfare:
(Not an issue unless TuAF decides to have someone from Ankara attend
the training in which case the TuAF will provide the funding from
origination point to destination point and return. 5. Contractor
Responsibilities a. Training Facilities. Contractor shall use the
facility provided at the 2nd ASMC, Kayseri AB, Turkey. b. Materials and
Equipment. Contractor shall furnish all training materials and
equipment required to perform this contract except that which is
identified as TuAF government furnished equipment and government
furnished publications. c. Reports and Data. AFSAT requires an end of
training summary by the contractor in a short narrative explaining how
the training went and what his/her assessment of each student_s
progress and achievement. d. Supplemental Information, Student Training
Materials. (1) Contractor format for additional student training
materials is acceptable. Contractor shall determine the requirement for
the types of training materials above and beyond the technical data to
be used in course presentations. (2) Contractor shall provide one (1)
copy of student training materials to each student during course
presentation. e. Instructor Requirements. (1) Obtain Passport to
facilitate ingress into and egress out of Turkey. (2) Obtain the
necessary medical preventative treatment prior to departing overseas.
(3) Obtain clearance to enter the country through the Turkish and US
Embassies. (4) Obtain sufficient Turkish currency to facilitate day to
