synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; quotes are being requested and a written
solicitation will not be issued. Solicitation number 00-Q-021 is issued
as a Request for Quotation (RFQ). The RFQ document and incorporated
provisions and clauses are those in effect through Federal Acquisition
Circular 97-13. This action is a 100% set-aside for small businesses.
The SIC code is 7515 Passenger Car Leasing, and the small business
size standard is $18,500,000. The U.S. Secret Service has a requirement
to lease four (4) Chevrolet Suburbans for a period of one base year
plus two (2) one-year options. The successful offeror shall provide
model year 2000 vehicles for the full term of the lease in accordance
with the specifications outlined herein. The offeror shall provide a
mileage allowance of 15,000 miles per vehicle per year. Each vehicle
shall be equipped as follows: standard item #108; rear panel doors with
windows; color: dark blue #29, with gray vinyl interior; seating: S5
(note: rear seat and rear air conditioning not required); DTG: dark
tinted glass; D7: towing/mountain ratio; engine: gas/E4 8-cylinder/
extra power; RACS: radio/cassette; and TTP: trailer towing prep
package. The offeror shall be responsible for any vehicle title,
registration, or licensing fees and costs. The offeror shall provide a
current vehicle registration and license plates for each vehicle upon
delivery. The vehicle registration documentation shall not identify
the U.S. Secret Service as the lessee of the vehicles. The offeror
shall be responsible for renewing the vehicle registration and vehicle
tags over the full term of the lease at no additional cost to the
Government. Installation of law enforcement equipment: the U.S. Secret
Service may install law enforcement lights and communications
equipment within or on the vehicle, and will remove the same at the end
of the lease term. Insurance: see FAR clause 52.228-8. Service and
Parts: the offeror shall have service facilities at or near delivery
points to provide immediate service and replacement parts to effect the
continuing operation of the vehicles. Replacement of Vehicles: in the
event a vehicle becomes unserviceable as a result of theft, wreckage or
repairs not completed in a timely manner, the offeror shall provide the
Government with a replacement vehicle on a one for one basis. Return of
Vehicles: thirty (30) days prior to the end of the lease period, the
COTR and the contractor shall coordinate the return of the vehicles.
Excess Mileage: A per mile allowance shall be made for mileage of
vehicles in excess of the total lease mileage allowance. Warranties:
the offeror shall provide at a minimum the manufacturer's warranty to
the Government. The Government shall be responsible for all maintenance
of the vehicles other than for those items covered under the
manufacturer's warranty. A copy of the warranty shall be provided upon
delivery of the vehicles. Delivery: shall be made on October 1, 2000,
FOB destination within the Washington, D.C. metropolitan area. The
exact delivery location will be coordinated between the Contracting
Officer's Technical Representative and the offeror. The Government will
make payments via electronic funds transfer through the Automated
Clearinghouse (ACH) Payment System. The Government intends to award a
firm fixed price contract, to the offeror whose quotation will be the
most price advantageous to the Government. All responsible offerors
shall mail quotes to the U.S. Secret Service, Procurement Division, 950
H Street, NW Suite 6700, Washington, DC 20001, Attn: Kathleen S.
Wilson; no later than the 12:00 P.M. (noon) Friday, January 14, 2000.
Award is anticipated within fifteen (15) days of receipt of quotes. The
following Federal Acquisition Regulation (FAR) clauses are applicable:
52.208-4 Vehicle Lease Payments; 52.208-5 Condition of Leased
Vehicles; 52.208-6 Marking of Leased Vehicles (Apr 1984); 52.212-4
Contract Terms and Conditions -- Commercial Items (May 1999); 52.212-5
Contract Terms and Conditions Required to Implement Statutes or
Executive Orders -- Commercial Items (May 1999). The following
additional clauses cited in 52.212-5 that apply to this acquisition
