Standards and Technology has a requirement for sleeping rooms, meeting
space and food for the Gaseous Dielectrics Conference, May 21-25,
2001, to be held in the Maryland/Washington DC area. This is a Request
for Quotations (RFQ)(53SBNB0670015), being conducted under the
Simplified Acquisition Procedures (SAP) in FAR Part 13. This
procurement is unrestricted, open to both small and large business
concerns. The small business industrial classification for this type of
service is 7011 with annual receipts of $5 million. Interested offerors
shall provide a quote to include all associated costs/price for meeting
room facilities, audio-visual equipment, food and beverage for the
Conference, as described in the Statement of Work. The audience for the
conference is international, with more than half of the attendees
coming from overseas; therefore, NIST is seeking a site close to an
airport. Quotes should include the cost of sleeping rooms in a meeting
package. NIST will provide the selected hotel a rooming list and
attendees will not make their own reservations. STATEMENT OF WORK:
Contractor shall furnish the necessary personnel, material, equipment,
services and facilities (except as otherwise specified) to perform the
following: 1. FACILITIES, Monday, May 21-Friday, May 25, 2001. The
contractor shall provide meeting space for 80 people, set classroom
style, On Monday, May 21 from 9 pm -- 10 pm and on Tuesday, May 22
through Thursday, May 24, from 7:30 am -- 6:00 pm and on Friday, May 25
from 7:30 -- noon. In addition, there should be a registration area set
with three 6-ft tables with 2 chairs at each, 2 trashcans, a message
board, a telephone for outside calls, and 2 easels to be set up
throughout the meeting. Sleeping Rooms. The contractor shall provide 80
sleeping rooms for arrival on Monday, May 21, with departure on
Thursday, May 24. The sleeping rooms should include some rooms at the
maximum allowable Government per diem rate. The majority of the rooms
will be singles. Compliance with PL 101-391. The contractor shall
supply the FEMA number that indicates compliance with the Federal Fire
Safety Act of 1990 (PL 101-391). 2. AUDIOVISUAL EQUIPMENT. The
contractor shall provide a slide projector, viewgraph screen, flip
chart and data projector in the meeting room as well as a podium and
mike and lavaliere mike. 3. FOOD SERVICE. Receptions: There should be
an opening reception for 80 people with hors d'oeuvres on Monday, May
21, from 4 -- 8 pm and on Tuesday May 22, from 6:30 -- 9:30 pm. Coffee
Service: There should be continuous coffee service from Tuesday, May
22, beginning at 7:30 am through Friday, May 25, ending at noon, with
coffee, tea, decaffeinated coffee, assorted breakfast breads (may
include donuts, muffins, croissants, bagels) in the morning and soft
drinks and cookies in the afternoon, located outside the meeting rooms
in a convenient, centrally located area. Lunch: The attendees should
be served a buffet lunch each day Tuesday, May 22 through Thursday, May
24 at 12:10 pm. Dinners: There should also be a sit-down dinner, with
a chicken or beef dish, on Wednesday, May 23 and Thursday, May 24,
beginning at 6:30 pm. This procurement will be conducted utilizing Best
Value Selection procedures, which seeks to select an offer based on the
best combination of price and technical merit of the offers submitted.
All offers will be evaluated considering their price quotes and their
technical merits, based on a review by the government of information
received in response to this RFQ. Technical factors to be considered
include (1) ability to provide meeting space, (2) ability to provide
required food service and (3) ability to provide required sleeping
rooms. This notice constitutes the only solicitation document
available. FAR 52.213-04 will apply to any resultant purchase order.
All offerors are to include with their quotes, a complete copy of
"Offeror Representations and Certifications" which will be provided by
teleafax, upon request. Department of Commerce Agency-Level Protest
Procedures Level Above the Contracting Officer, applies to this
acquisition and can be downloaded from the NIST Web Page located at
http://www.nist.gov/admin/od/contract/protest.htm. The Government
intends to evaluate quotes and award a contract without discussions.
However, the Government reserves the right to conduct discussions if it
is later determined by the Contracting Officer to be necessary. The
Government may reject any or all quotes if such action is in the public
interest; accept other than the lowest quote; and waive informalities
and minor irregularities in offer(s)received. The Government will award
a purchase order resulting from this solicitation to the responsible
offeror whose offer conforming to the solicitation will be most
advantageous to the government. U.S. Department of Labor (DOL)Wage
Determination No. 94-2103, Revision 19, dated 06/28/1999 is applicable
to this requirement and will be incorporated in any resultant purchase
order. A copy will be provided upon request. All offers should include
a firm fixed price for the total of all requirements referenced above,
as well as sufficient information to permit proper evaluation of the
technical merit of the offer. Quotes may be submitted via FAX to (301)
